The Government Services and Strategy Division

The Government Services Policy and Strategy Division provides expert policy advice helping set the strategic direction and reform agenda of the Department of Government Services and the government services portfolio. The Division is responsible for policy and strategy advice in relation to digital, emerging technology, identity, shared services, procurement, accommodation, cyber and telecommunications.

 

About the role

This role contributes to the leadership of a small team responsible for supporting and coordinating a range of procurement data analytics functions to enhance procurement decision making and outcomes across Victoria. 

Key programs of work managed by the team include:

  • Procurement spend data collection and analytics (both buyer and supplier data) to identify trends and opportunities that the State can use to improve procurement outcomes
  • Development and maintenance of a suite of reports for Chief Procurement Officers Executives
  • Support to the Category Management team, including financial analysis for sourcing activities

Given the fluctuating demands associated with these programs of work, the team works flexibly across all the programs to ensure they are well supported.  However, the focus of this role will be on leading the management and coordination of data systems and support for the users across Government and by suppliers.

 

Key Accountabilities  

  • Support activities of the Government Services and Strategy division to aggregate and classify Whole of Victorian Government procurement data, drawing meaningful insights to inform strategic policy, commercial and operational procurement decisions
  • Lead projects to uplift data collection and analysis functions and the development of suitable capabilities within the team, with a view to develop similar skills and capabilities relating to data management and automation
  • Develop automated processes to increase efficiency and accuracy of data collection and analysis for Whole of Victorian Government (WoVG) reporting
  • Liaise with both internal and external stakeholders to ensure timely and consistent data and information submissions and present more broadly to departmental representative groups on data submission requirements and processes
  • Provide advice, support and training to departmental reporting officers and leadership and mentoring to data analytics function within the team
  • Prepare briefings and data reports for government and other stakeholders on outcomes of Government procurement policies as required
  • Support the Government Services and Strategy division as required across a range of activities

 

Mandatory requirements

  • Proficiency in the use of data visualisation software and scripting language, particularly Tableau and Python is essential
  • Knowledge relating to procurement and data systems and analysis is essential
  • A relevant tertiary qualification (for example relating to Data, Procurement or Business) is desirable but not mandatory
