The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
The role is responsible for leading and delivering complex sourcing and procurement activities across the Victorian Government, including strategic tendering, commercial negotiations, contract establishment and procurement reform initiatives. The position works closely with government stakeholders and suppliers to develop whole of government procurement solutions that deliver value for money, manage commercial and supply chain risks, and support the delivery of strategic digital and technology outcomes. The role also provides expert procurement and commercial advice to senior executives and contributes to continuous improvement, innovation and broader government procurement objectives.
Key Accountabilities
- Develop and implement whole-of-Victorian-Government procurement solutions that ensure sourcing, contract establishment, and contract management align with governance and policy frameworks.
- Lead end to end sourcing activities, including tendering processes for new procurements, contract renewals and strategic commercial engagements.
- Collaborate with category and contract managers to deliver sourcing activities aligned to category strategies and business objectives, while maximising value for money outcomes.
- Identify and manage commercial, contractual, operational, financial and supply chain risks throughout sourcing and procurement processes.
- Provide expert, timely and strategic advice to senior executives, leadership teams and departmental stakeholders on complex procurement, sourcing and commercial matters
Key selection criteria
- Demonstrated high level influence and negotiation skills, with the ability to build stakeholder support, manage competing interests and achieve strategic procurement and commercial outcomes.
- Proven project management capability, including the delivery of complex sourcing and procurement activities through effective planning, risk management, governance and resource coordination within agreed timeframes and budgets.
- Strong people management and leadership skills, with the ability to build high performing teams, support staff development, manage performance and foster a collaborative and inclusive culture.
- Excellent verbal communication and stakeholder management skills, with the ability to confidently engage, influence and provide advice to senior executives, government stakeholders and suppliers on complex matters.
- Highly developed conceptual, analytical and influencing capability, with the ability to manage complexity, assess risks, exercise sound judgement and develop strategic solutions to complex procurement and commercial challenges.
