The Consumer Affairs and Local Government Group
The Consumer Affairs and Local Government (CALG) group is responsible for policy development; regulatory design and administration; system and program design; and the delivery of services in the best interest of Victorians. Spanning both the Consumer Affairs and Local Government portfolios, the group identifies strategic priorities, drives system and regulatory reform and coordinates DGS’ emergency management responsibilities to improve practical outcomes for the community.
About the Role
Reporting to the General Manager, Regulatory Insights and Assurance, the Manager, Planning, Reporting and Assurance leads the development and implementation of CAVs planning and assurance frameworks and corporate reporting requirements.
The manager leads a small team responsible for driving CAV’s planning and performance management activities, organisational reporting, including CAV’s Annual Report, risk management, business continuity, and data reporting. The manager works closely with colleagues in the Regulatory Insights and Assurance branch and across CAV to ensure effective governance and oversight of decisions related to regulatory responsibilities within the Consumer Affairs portfolio.
Key Accountabilities
- Lead and manage the Planning, Reporting and Assurance team to support CAV’s and DGS’s broad business requirements, with an aim to continuously iterate and improve processes.
- Provide authoritative, high-quality advice on strategic planning, performance and assurance in a public sector context to support executives and the development of other staff.
- Lead the development of CAV’s Planning and Performance Management Framework, and support the team to implement strategic and business planning activities across CAV.
- Lead the development and implementation of CAV’s assurance framework and processes, including risk management, business continuity and coordinate audit activities.
- Lead the preparation of evidence-based, data-informed reports and coordinate reporting requirements for CAV, including the production of regular and irregular reports and briefs on complex and sensitive issues, for both internal and external parties (such as Budget Paper 3 reporting, reports to the group’s executives, project reports, briefs, data for media requests, and annual reporting processes).
- Manage CAV’s reporting policies and procedures, including regular reviews and thorough integrity checks to ensure analysis is accurate and relevant. Working in partnership with the Regulatory Data Insights team to ensure data analysis processes are of a high standard and are aligned with contemporary best practice in monitoring and reporting.
- Strategically manage relationships with internal and external stakeholders, including building and maintaining professional working relationships with General Managers and other corporate areas of the Department.
Desirable Requirements
- Relevant tertiary qualifications would be highly regarded.
- Experience leading teams supporting planning and reporting, data management and analysis.
- Experience working with or within executive offices or ministerial service areas (such as within the role of strategic adviser or departmental liaison) would be highly regarded.
