The Operations Group delivers frontline customer services to Victorians and the public service. It maintains the foundational digital infrastructure and platforms that support efficient, secure and reliable service delivery.  

About the Role  

The Oracle Technical Business Analyst bridges business needs and Oracle ERP/PaaS solutions, managing requirements end-to-end from process analysis and gap identification through to UAT, while ensuring technical solutions deliver business value and meet stakeholder expectations. 

Key Accountabilities 

• Manage end-to-end requirements, translating complex business needs into technical specifications for Oracle ERP, EPM and PaaS solutions. 

• Act as the key link between business and technical teams, communicating requirements and technical constraints clearly. 

• Develop and maintain high-quality project documentation, including BRDs, functional specifications and Agile user stories. 

• Lead solution validation and UAT, ensuring solutions meet business requirements and deliver a quality user experience. 

• Conduct gap and impact analysis while supporting change management, implementation, training and post-launch adoption. 

About You   

To be successful in this role, you will need to possess the following attributes: 

• Strong analytical and critical thinking skills, with the ability to identify root causes and recommend data-driven solutions. 

• Proven experience in requirements elicitation, workshops and documentation, including BRDs, user stories and functional specifications. 

• Advanced process mapping and gap analysis skills, using tools and methodologies such as BPMN/UML to define current and future processes. 

• Excellent stakeholder management and communication skills, with the ability to translate complex technical concepts for diverse audiences. 

• Experience across Agile/SDLC environments, including JIRA/Confluence, UAT coordination, solution validation and supporting organisational change.
