The People and Culture Operations Branch

The People and Culture Operations Branch provides HR operational support and services to the Department of Government Services, customer departments and their portfolio agencies, to create a high performing workplace that puts people first. The People and Culture Operations Branch includes the following functions:

  • Strategic and operational recruitment advice and support, including executive recruitment and employment programs
  • Payroll services, pay reconciliation and third-party payments
  • HR system support, advice and management of data through the employee lifecycle
  • System and people reporting.



About the Role
Reporting to the Payroll Service Lead, the Payroll Adviser is responsible for ensuring payroll entries in SAP SuccessFactors are entered accurately, in line with the VPS Enterprise Agreement and departmental policies, ensuring supporting evidence has been provided as necessary. The Payroll Adviser role also has responsibility for processing complex payroll transactions including superannuation, redundancies and separations, overpayments and WorkCover.


Key Accountabilities

  • Preparation and processing of the fortnightly complex payroll transactions in line with legislation, the VPS Enterprise Agreement, Executive Handbook and departmental policies including the following:
  • Identifying salary overpayments and preparing reports and documentation regarding recovery
    • Completing and processing redundancies and other separation payments
    • WorkCover payment processing​​
    • Defined Benefits superannuation processing.
  • Impart well-researched, accurate and meaningful advice to employees and managers on employment conditions and benefits.
  • Provide quality customer service and demonstrate flexible problem solving through effective communication, offering timely responses to a range of general employee payroll queries through the service management systems, including Salesforce.
  • Assist managers and employees to better understand employment conditions and benefits and relevant payroll matters.
  • Operate as an effective member of the payroll team, regularly contributing to developing better systems and practices across payroll.
  • Keep accurate and complete records of your work activities and save records in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Maintain the accuracy and integrity of employee data in the HR information system (SAP SuccessFactors).

Mandatory/desirable requirements

  • Experience with SAP SuccessFactors (particularly, Employee Central Payroll & Employee Central modules) in payroll processing with a focus on data accuracy and reporting.
  • Strong understanding of Australian payroll regulations, legislation, and compliance requirements.
  • Proven experience in working in VPS payroll teams supporting employees under the VPS Enterprise Agreement and statutory/legislative requirements that apply to Victorian public servants, including the Public Administration Act 2004, the Fair Work Act 2009 and the Executive Handbook.
  • Strong experience in payroll data remediation, back payments, superannuation and taxation legislation.
  • Experience using Salesforce or an equivalent service management tool to manage customer queries and requests.

 

There are 2 Fixed Term roles available for a period of 14 months. These positions are only open to applicants with relevant rights to work in Australia.
