About the Group 

The Operations Group delivers frontline customer services to Victorians and the public service. It maintains the foundational digital infrastructure and platforms that support efficient, secure and reliable service delivery. The group uses industry-leading delivery principles for shared services and supports the development of sustainable and efficient whole-of-Victorian Government (WOVG) shared services. 

The Digital Platforms Division leads the management and delivery of our core technology platforms and associated operational services.  The division supports DGS and partner agencies in delivering secure, reliable and user-focused digital services, aligned with the Victorian Government’s digital strategy and priorities. 

 

About the Role 

The Payroll SME provides subject matter expertise, analysis, design and advisory expertise across core Human Capital Management platforms, including Employee Central (EC), Onboarding (ONB), Learning Management Systems (LMS), and other SuccessFactors modules. 

Key Accountabilities 

  • Deliver accurate and timely fortnightly payroll processing, including leave, allowances, deductions, superannuation, tax, timesheets and terminations, in accordance with legislation, the VPS Enterprise Agreement and departmental policies. 

  • Maintain the accuracy and integrity of employee information in SAP SuccessFactors and ensure payroll, personnel and work records are complete, accuratesecure and appropriately retained in accordance with legislative and departmental requirements. 

  • Provide accurate, well-researched and timely advice to employees and managers on payroll, employment conditions and benefits, resolving queries effectively through service management systems such as Salesforce. 

  • Support the Payroll Manager, Service Leads and Payroll Advisers to achieve payroll production timelines and quality outcomes, demonstrating effective communication, collaboration, flexibility and problem-solving. 

 

About You   

To be successful in this role, you will need to possess the following attributes: 

  • Stakeholder Engagement and Influence - Proven ability to build and maintain strong working relationships with senior stakeholders, including HR, payroll, vendors and technical teams. Demonstrated experience representing user needs in governance and delivery forums, providing authoritative advice, influencing outcomes and resolving complex issues through appropriate escalation pathways. 

  • Delivery within Complex Governance Environments - Demonstrated experience contributing to the delivery of complex HCM initiatives, balancing scope, risk, quality and timelines while operating with a high degree of autonomy. Strong understanding of working within established governance, assurance and wholeofgovernment frameworks. 

  • Systems Thinking: Formulates potential courses of action to achieve objectives based on an in-depth understanding of the business environment and its systems; champions system thinking across the organisation and VPS more broadly acting as a thought leader in this area; establishes an integrated perspective of the organisation’s systems and identifies the leverage points where intervention will add value 

  • Critical Thinking and Problem Solving: Considers a broad range of topics (beyond immediate area of work), works across government and at senior levels to develop and deliver sustainable solutions
