About VIDA
The Victorian Infrastructure Delivery Authority (VIDA) is a specialist project delivery organisation, responsible for delivering Victoria’s major transport, health and community safety infrastructure program.
This multi-disciplinary program includes more than 200 projects including North East Link, removing level crossings, Melbourne Airport Rail Stage 1, new and upgraded hospitals, and specialist programs such as the early parenting centres expansion and upgrade program, and community safety projects for corrections and emergency services.
The unprecedented program of works brings together expert skillsets to deliver crucial health, community safety, and major transport projects, and ensures that operations are streamlined and efficient while delivering better outcomes for Victorians.
Led by the Director-General, VIDA comprises five project offices, VIDA Roads, VIDA Metro, VIDA Rail, VIDA Health and VIDA Community Safety. VIDA is established as an Administration Office under the Public Administration Act 2004 as a specialist organisation.
About this Opportunity
The Power Apps Developer is employed within VIDA Services, Corporate I&T team and operates within a matrix service delivery model supporting VIDA Health. Designs, builds and supports enterprise-grade business applications using Microsoft Power Apps, with supporting capability across Dataverse, Power Automate, integrations and approved AI-enabled solutions.
Translates business requirements into secure, accessible and maintainable solutions across the full delivery lifecycle, including analysis, design, development, testing, release, documentation, operational support and continuous improvement. Provides specialist technical leadership for Power Apps delivery, establishes reusable development patterns and promotes effective application lifecycle management practices. Provides authoritative advice on solution design, platform capability, integration, risk and governance.
Collaborates with business stakeholders, enterprise technology teams, developers, vendors and delivery partners to ensure solutions are fit for purpose and aligned with VIDA’s architecture, cyber security, privacy, accessibility, identity, records management and AI governance requirements.
About You
An experienced Power Apps developer with recent, hands-on experience independently delivering production-grade solutions within a governed enterprise environment. Combines strong technical capability with sound judgement and a practical approach to translating complex business requirements into secure and supportable solutions.
Works with a high degree of autonomy, provides technical direction and communicates complex concepts clearly to technical and non-technical audiences. Builds productive relationships across multidisciplinary teams and identifies opportunities to improve systems, processes and user outcomes.
You will bring:
- Strong practical capability across canvas apps and/or model-driven apps, Power Fx, Dataverse, Power Automate and connectors.
- Experience designing secure integrations between Power Apps, enterprise applications, data sources and third-party platforms using APIs and approved integration patterns.
- Experience across the solution delivery lifecycle, including testing, release management, documentation, operational support and application lifecycle management.
- An understanding of architecture, cyber security, privacy, identity, records management, accessibility and AI governance requirements.
- Strong stakeholder engagement and consulting skills, with the ability to influence decisions and communicate effectively with diverse audiences.
- The ability to resolve complex technical issues, manage competing priorities and drive continuous improvement.
- Experience mentoring and supporting developers, business analysts and technical staff to promote consistent, secure and sustainable solution delivery.
Key Selection Criteria
- Power Apps development: Demonstrated recent, hands-on experience independently designing, building, deploying and supporting production-grade Microsoft Power Apps solutions in a governed enterprise environment. This must include strong practical capability in canvas apps and/or model-driven apps, Power Fx, Dataverse data modelling and security, Power Automate, connectors, reusable components, accessibility, performance optimisation and application lifecycle management.
- System Integration: Demonstrated experience designing and implementing secure integrations between Power Apps, enterprise applications, data sources and third-party platforms using APIs, connectors and approved integration patterns.
- AI-enabled solutions and emerging technology: Experience developing, configuring or supporting approved AI-enabled solutions and automation, with an understanding of governance requirements, human review processes, risk controls and the responsible use of emerging technologies to deliver business outcomes.
- Solution analysis and delivery: Demonstrated ability to analyse business requirements, assess technical feasibility, risks and delivery considerations, and translate these into secure, practical and supportable technology solutions. Experience applying solution delivery lifecycle methodologies, including testing, release management, documentation and operational support.
- Technology governance and compliance: Demonstrated understanding of architecture, cyber security, privacy, identity management, records management, accessibility and AI governance requirements, and the ability to apply these requirements throughout the solution lifecycle.
- Stakeholder engagement and consulting: Strong stakeholder engagement, communication and consulting skills, with the ability to gather and translate business requirements, communicate technical concepts to diverse audiences, influence decision-making and collaborate effectively with business stakeholders, enterprise technology teams, delivery partners and vendors.
- Problem solving and continuous improvement: Demonstrated ability to investigate and resolve complex technical issues, identify opportunities for continuous improvement and automation, manage competing priorities and deliver quality outcomes with a high degree of autonomy.
Qualifications and Mandatory Requirements
- Essential: Demonstrated recent, substantial hands-on experience (3 years+) delivering production Power Apps solutions, supported by evidence of canvas and/or model-driven app development, Dataverse, Azure Functions, Dynamic 365, JavaScript/TypeScript and Power Automate capability in a governed enterprise environment.
- Relevant industry certifications in applicable development platforms, cloud services, cyber security or IT service management are desirable such as Power Platform Fundamentals or Power Platform Developer Associate
- Experience working in government, infrastructure delivery or another complex and regulated environment is advantageous.
- Experience working within a multidisciplinary or matrixed operating environment is advantageous.
