About Us

The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone’s experience of doing business and interacting with the Victorian government.  We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.  We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

You can find out more about our Ministers, leadership and entities here: Department of Government Services.

The Consumer Affairs and Local Government Group

We are responsible for policy development, regulatory design and administration, system and program design, and the delivery of services in the best interest of Victorians. Our work spans across both the Consumer Affairs and Local Government ministerial portfolios.

We work together to identify strategic priorities, drive system and regulatory reform and coordinate our department’s emergency management responsibilities to improve practical outcomes for the community.

Consumer Affairs Victoria, Compliance and Enforcement Branch

Consumer Affairs Victoria (CAV) is Victoria's consumer marketplace regulator. Our vision is for a fair, safe and competitive marketplace in Victoria.

We administer over 30 legislative schemes in Victoria. We undertake our regulatory functions and provide services to support Victorians to exercise their consumer rights and ensure that businesses and rental providers do the right thing. We also fund assistance and advocacy services for consumers and renters experiencing vulnerability.

CAV is led by the Executive Director, Regulatory Services and Director, CAV and has three directorates: Services and Engagement; Compliance and Enforcement; and Licensing and Transactions; as well as a small Office of the Executive Director & Director, CAV team.

The Compliance and Enforcement Branch of CAV is responsible for CAV’s regulatory compliance and enforcement activities, including monitoring of the marketplace, development of regulatory priorities, management of compliance risks, delivery of compliance programs and projects, undertaking investigations, and responding to non-compliance with enforcement actions.

CAV’s regulatory approach is intelligence-led, risk-based and outcome-focused. This enables us to target the conduct which poses the highest risk to Victorians, while making the best use of our available resources.

The Branch includes three teams and over 90 FTE:

  • Intelligence
  • Investigations and Compliance
  • Regulatory Strategy (including taskforces).

The Branch also works closely with CAV Community Operations in the Services and Engagement Branch, with the Licensing and Transactions Branch, and with the CAV Legal team in DGS’ Office of General Counsel.
