The Operations Group
This group provides corporate services to the Department, including planning and executive services, human resources, information and technology services, and operational services.
Our Shared Service Provider team deliver strategic, efficient, relevant and effective accommodation management, carpool and library services to all Victorian Government departments and agencies while the Strategic Sourcing team provide whole of government procurement and strategic sourcing solutions to achieve best value for the Victorian Government.
About the role
Working closely with the RTBA Chief Financial Officer, Consumer Affairs Victoria (CAV), and other key stakeholders, this role is responsible for the financial stewardship, governance and oversight of CAV-administered trust funds, regulatory revenue streams and associated financial management processes.
The role provides expert financial analysis, strategic advice and governance support to senior management and governance committees, ensuring informed decision-making, effective risk management and strong financial oversight. Responsibilities include the management and assurance of trust fund operations, regulatory systems, banking arrangements, financial reconciliations, forecasting, sustainability assessments and compliance with legislative, regulatory and audit requirements.
Key Accountabilities
- Trust Funds and Revenue Management: Lead the management, collection, recording and reconciliation of fees, charges and other monies received by Consumer Affairs Victoria (CAV), including payments received through online payment gateways and internal payment processing arrangements. Ensure the integrity, accuracy and completeness of financial transactions and records across relevant business systems
- Financial Oversight of Regulatory Systems: Provide financial oversight and assurance for systems under CAV's control that facilitate the collection of application, registration and renewal fees, including GEM, LORIS, BA and other financial management systems. Monitor financial controls, identify and manage risks, and drive continuous improvements to strengthen financial governance, efficiency and compliance
- Banking Deeds of Arrangement: Manage CAV's obligations under Deeds of Arrangement with financial institutions, ensuring compliance with contractual, regulatory and governance requirements. Review assurance reports, investigate exceptions and emerging compliance risks, and provide recommendations to mitigate risks and strengthen control environments. Coordinate annual transition-out plan reviews and maintain productive relationships with banking partners and key stakeholders.
- Estate Agents and Conveyancers Trust Account Reconciliation: Lead the reconciliation, monitoring and analysis of estate agents' and conveyancers' trust account information. Investigate and resolve variances between financial institution records and internal systems, coordinate remediation activities with internal and external stakeholders, and ensure timely acquittal of reconciliation exceptions. Identify emerging risks and trends and provide strategic recommendations to enhance regulatory oversight and financial management practices.
- Financial Reporting, Risk Management and Intelligence: Deliver high-quality financial, operational and compliance reporting relating to trust accounts and trust fund activities. Analyse complex financial information to identify trends, risks and opportunities and provide timely advice to support evidence-based decision-making
- Support the Trust Funds Governance Committee: Provide expert financial and governance support for the CAV Investment Committee, Trust Funds Governance Committee and other governance forums as required. Timeously prepare high-quality briefings, reports, submissions and committee papers, and monitor compliance, risk and policy obligations to support effective governance and decision-making.
- Maintenance of forward estimates and financial sustainability assessments: Lead the development and maintenance of trust fund forward estimates, financial forecasts and sustainability assessments. Support the preparation of annual budgets, investment strategies and long-term financial planning activities, providing strategic advice on the financial sustainability and stewardship of CAV trust funds.
Mandatory requirements:
- A tertiary qualification in Accounting, Finance, Commerce or a related discipline is mandatory. Membership of CPA Australia or Chartered Accountants Australia and New Zealand (CA ANZ), or substantial progress towards membership, is highly desirable
