The Operations Group delivers frontline customer services to Victorians and the public service. It maintains the foundational digital infrastructure and platforms that support efficient, secure and reliable service delivery. The group uses industry-leading delivery principles for shared services and supports the development of sustainable and efficient whole-of-Victorian Government (WOVG) shared services.
The People and Culture Branch works across the department and its portfolio agencies, to create a high performing workplace that puts people first. People and Culture also provides shared services to customer departments of DGS corporate shared services. The Branch includes the following functions:
About the Role
The Senior HR Business Partner provides high level strategic and expert advice to key stakeholders through a HR Business Partnership model and develops and executes integrated HR strategies and initiatives that deliver fit-for-purpose human resource outcomes.
The role also provides coaching and support on a broad range of complex HR issues offering contemporary and flexible solutions in line with organisational priorities and in accordance with relevant government policy, legislation, industrial awards and departmental policies.
Key Accountabilities
Through a business partnership model, manage a portfolio of internal client groups providing senior leaders with high level strategic advice and support on complex people matters and develop solutions aligned to organisational objectives and business plans.
Coach and support senior leaders on a broad range of complex HR issues and practices, building capability and offering solutions in accordance with relevant government policy, legislation, industrial awards and departmental policy.
Develop and maintain strong partnerships with senior leaders in the business to identify and respond to trends, people / performance hotspots and emerging business issues and needs drawing upon workforce data insights.
Partner with the business in managing strategic workforce priorities and plans, including implementing change management processes, management of talent, acquisition and succession planning, drawing upon specialist areas and expertise within the broader People and Culture Branch and key corporate stakeholders.
Undertake a range of HR projects to support departmental priorities including the management of organizational change processes and providing transformation support to ensure long term organizational effectiveness whilst mitigating industrial risk.
Identify new opportunities where People and Culture can add value to the business to build capability in the area of people management, workforce planning, diversity, culture and engagement and OH&S.
Lead and contribute to the development and implementation of human resources initiatives and process improvement to improve P&C customer experience, as required.
About You
- Strong HR generalist experience, with a proven record in providing strategic HR advice and ability to contribute to workforce management and planning, with a focus on meeting organisational priorities.
- Extensive HR business partnering and coaching experience, with highly developed consultancy and negotiation skills to assist clients in clarifying needs, expectations and outcomes as well as providing expert advice in a timely manner.
- Demonstrated conceptual, analytical and problem-solving skills with the capability to analyse complex issues and identify effective solutions based on a consideration of the facts and alternatives in a government setting.
- Highly developed interpersonal and stakeholder management skills, with an ability to establish and maintain effective working relationships, provide clear and accurate advice on processes and policies, and work effectively with a diverse range of internal and external stakeholders.
- Demonstrated ability to identify opportunities for People and Culture to add value and improve processes and experience for clients, drawing upon workforce experience or data insights.
