About the Branch/Group
The Consumer Affairs and Local Government (CALG) Group works to improve how customers and businesses engage with government by leading strategy, policy development, regulatory design, sector support, and service delivery for Victorians. The Regulatory Policy Division drives policy and legislative reform across consumer affairs, renters, and local government portfolios by providing evidence-based advice, conducting research, undertaking consultation, and developing reform options that support government priorities. The division works closely with industry, community, government partners, and national counterparts to co-design effective reforms, provide expert policy advice, support legislative frameworks, and deliver end-to-end regulatory improvements that strengthen governance, integrity, and service outcomes.
About the Role
The Senior Officer Governance and Integrity role provides high-level operational advice and support to deliver key governance and integrity functions within the local government sector. Reporting to the Manager, Governance and Integrity, the role supports the administration, implementation, and monitoring of governance requirements under the Local Government Act 2020 and the councillor conduct framework.
The position has a strong focus on regulatory compliance, integrity oversight, and consistent application of legislative requirements. It involves assessing matters, providing guidance on governance frameworks, and working collaboratively with internal teams, government agencies, peak bodies, and local government stakeholders to strengthen good governance, accountability, and integrity outcomes across the sector.
Key Accountabilities
Applying relevant legislation, regulations, guidelines and frameworks to assess complex governance and integrity matters, provide authoritative advice and recommend appropriate actions, including escalation where required.
Leading the preparation of high-quality briefs, reports, correspondence and assessments on complex governance and integrity matters, including analysis of legislative issues, risks and recommended regulatory or operational response
Providing specialist advice and guidance on legislative and regulatory requirements to support consistent interpretation and application across governance and integrity operations.
Developing and managing effective stakeholder relationships to provide clear guidance, support compliance outcomes, address operational issues and facilitate the timely delivery of regulatory advice and services.
About You
We are seeking applicants who have demonstrated experience from the following criteria:
Governance, Legislative and Sector Expertise – Demonstrated experience in interpreting and applying statutory and regulatory frameworks, supporting legislative reform, and understanding Victorian local government governance, compliance, and integrity requirements.
Policy Advice and Critical Thinking – Ability to develop evidence-based policy options, provide clear written and verbal advice, analyse complex issues, consider political and organisational contexts, and deliver practical solutions aligned with legislative obligations and community outcomes.
Stakeholder Engagement and Influence – Strong ability to build productive relationships, collaborate with government and sector stakeholders, navigate differing perspectives, and influence outcomes through effective communication, negotiation, and partnership building.
Resilience and Outcome-Focused Delivery – Ability to remain effective under pressure, manage challenging situations, focus on achieving positive community outcomes, and support the delivery of governance and integrity initiatives through effective problem-solving and collaboration.
