The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone’s experience of doing business and interacting with the Victorian government.  We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.  We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

About the Branch/Group

The Regulator Innovation Branch leads the design and implementation of new and reformed regulatory functions, providing strategic policy advice, coordinating cross-government delivery, engaging stakeholders, and developing practical guidance and tools to support effective, consistent and sustainable regulatory outcomes.

About the Role

As a Senior Project Officer, you will lead complex regulatory reform projects from planning through to implementation, translating government policy into practical regulatory models, operating frameworks and delivery plans. You will manage project governance, risk, business cases and implementation strategies, ensuring reforms are delivered on time, within scope and aligned with government priorities.

Working collaboratively across government, regulators and industry, you will build strong stakeholder relationships, coordinate interdependent workstreams and provide strategic advice to support informed decision-making. Using sound judgement and strong project management skills, you will navigate complex issues, drive continuous improvement and contribute to effective, sustainable regulatory outcomes.

Key Accountabilities

• Advocates policy options
• Independently work on complex projects with minimal direction and monitoring
• Manages consultation processes including engagement with key stakeholders.
• Negotiates with stakeholders, peers, industry bodies and other government agencies with the objective of gaining co-operation, influencing views and meeting timelines for deliver
• Innovative thinking and analysis influences developments within area of responsibility.

About You

We are seeking applicants who have demonstrated experience from the following criteria:

• Demonstrated expertise in policy development, project management and delivering complex reform initiatives.
• Strong collaboration and stakeholder engagement skills, with the ability to build partnerships, foster inclusion and work across teams to achieve shared outcomes.
• Proven ability to develop strategic policy advice, business cases and practical solutions that align with government priorities and community needs.
• Excellent critical thinking, problem-solving and project delivery skills, including governance, risk management and implementation planning.
• Highly developed interpersonal, communication and influencing skills, with the ability to communicate complex issues clearly and build productive relationships.

Desirable

• Experience in regulatory or compliance environments, including interpreting legislation or policy.
• Ability to develop user-focused guidance, training and communication materials.
• Experience applying digital or service design principles and translating complex requirements into practical, accessible resources.
