The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

Digital and Government Services group
Digital and Government Services support the Minister for Government Services and help to set the strategic direction and reform agenda for government services across the Victorian Public Service.

Digital and Government Services provide whole of government policy leadership across digital services and transformation, technology, data, cybersecurity, telecommunications, identity policy, records management and shared services (such procurement, accommodation and common platforms).

The group engages with DGS’s customer departments and agencies, as well as other departments and agencies, to help shape the priorities of the department and deliver reform.

About the role
The Senior Project Officer is responsible for leading the planning, delivery and implementation of complex strategic projects and transformation initiatives that support the DGS's vision for efficient, customer-focused and sustainable shared services across the Victorian Government.

The role drives the successful delivery of enterprise-wide initiatives by applying robust project management methodologies, engaging senior stakeholders, managing risks and dependencies, and ensuring projects achieve intended benefits. Working across government departments, delivery partners and corporate service functions, the Senior Project Officer plays a key role in advancing strategic reform, service optimisation, continuous improvement and shared services capability uplift

The role operates with a significant degree of autonomy within clearly defined priorities, contributing to high‑quality advice, delivery outcomes and collaborative ways of working.

Key Accountabilities  

Strategic project and portfolio management

  • Support the governance, oversight and reporting of strategic projects and initiatives, ensuring alignment with branch and departmental objectives.
  • Monitor project and portfolio performance, including risks, issues, dependencies, budgets and benefits, providing timely analysis and recommendations to support decision-making.
  • Coordinate project governance processes, reporting, assurance activities and executive forums to enable effective oversight and delivery confidence.
  • Drive the consistent application of project management frameworks, standards and practices to strengthen organisational delivery capability and outcomes.

Strategic analysis and advice

  • Provide high-quality analysis, insights and evidence-based advice to and executives on project-related matters, emerging risks and strategic opportunities.
  • Research, analyse and assess complex issues affecting shared services reform and developing practical recommendations to support decision-making.
  • Contribute to the development of business cases, strategic papers, executive briefings, project documentation and governance submissions.
  • Translate complex information into clear advice for a diverse range of stakeholders.

Stakeholder engagement and influence

  • Establish and maintain productive relationships with stakeholders across DGS, client departments and external delivery partners.
  • Consult, negotiate and collaborate with stakeholders to achieve project objectives and promote alignment across multiple areas of interest.
  • Represent the branch in project forums, working groups and committees as required.
  • Influence outcomes through effective communication, negotiation and relationship management, particularly where stakeholder priorities may differ.

Effective communication for an executive audience

  • Develop and deliver clear, insightful and evidence-based written and verbal advice that support executive decision-making and the successful delivery of strategic initiatives.
  • Produce high-quality briefing materials, strategic reports, governance papers and presentations for senior leaders, committees and project sponsors.
  • Synthesize complex information from multiple sources into concise and compelling narratives that articulate risks, opportunities, recommendations and business impacts.
  • Represent the branch in discussions with senior stakeholders, demonstrating professionalism, sound judgement and strong verbal communication skills.
