The Consumer Affairs and Local Government group
Consumer Affairs and Local Government is responsible for policy development, regulatory design and administration, system and program design, and the delivery of services in the best interest of Victorians. The work of the group spans across both the Consumer Affairs and Local Government ministerial portfolios.

Consumer Affairs and Local Government works together to identify strategic priorities, drive system and regulatory reform and coordinate our department’s emergency management responsibilities to improve practical outcomes for the community.

About the Role
Reporting to the Principal Intelligence Analyst, the Taskforce Senior Intelligence Analyst undertakes and leads a range of data and information analysis tasks and projects, with the objective of producing high quality intelligence outputs to further support CAV’s strategic and operational needs under limited direction.

The Senior Analyst uses and draws on their intelligence capabilities to identify and analyse emerging threats, opportunities, patterns, and trends, as well as root causes and possible compliance and enforcement approaches. Senior Analysts work collaboratively with the Taskforce to ensure quality assurance across intelligence related tasking and promote the dissemination of high-quality intelligence outputs.

Key Accountabilities

• Undertake data and information analysis to produce high quality tactical, operational, and strategic intelligence products to inform compliance decision making, and operational policy and planning within the Taskforce.
• Contribute to environmental scanning efforts and produce complex risk-based analyses and reports on current and emerging market issues, business conduct issues, and specific compliance issues.
• Undertake the production of operational and tactical intelligence to support Taskforce initiated compliance and enforcement activities and outcomes.
• Contribute to positive working relationships with internal and external stakeholders, to promote information sharing and support the continuous improvement of intelligence products.
• Manage Taskforce information and intelligence projects under limited direction and produce reports and make high quality recommendations for decision making and action.
• Undertake projects and activities to monitor, review and continuously improve the Taskforce’s intelligence capability, including data and information analysis processes, systems and outputs.

Key selection criteria

• Proven experience in performing intelligence duties, including preparing intelligence reports, contributing to environmental scanning efforts, and providing intelligence support to investigations.
• Strong problem-solving skills, with the ability to interpret guidelines or develop solutions where none exist, using critical thinking and informed decision-making.
• Builds collaborative team environments, shares information across teams, and supports others in challenging situations.
• Effectively tailors communication style and presentation to suit diverse audiences, addressing objections and aligning ideas with others’ goals.
• Demonstrated ability to manage stakeholder relationships, negotiate and influence outcomes, and foster trust through clear communication and collaboration.
  
  

Mandatory requirements

• Demonstrated knowledge of contemporary intelligence principles and practices.
• Knowledge of, and or relevant experience in regulatory environment is highly desirable.
• Relevant tertiary qualification or equivalent professional experience.
