Public Record Office Victoria (PROV) supports the effective management and use of Victoria’s public records, ensuring that government remains accountable to the community while preserving the State’s historical memory in a secure and accessible way.
PROV was established under the Public Records Act 1973, which provides the legislative framework for our operations.
Our core functions are to:

provide best-practice records management and archiving advice, standards, and specifications to the Victorian public sector

support agencies to achieve compliance with established standards

preserve public records of permanent value as the State’s official archives

ensure these archives are accessible to both the Victorian community and government
About the Role
The Director, Operations provides strategic and executive leadership for Public Record Office Victoria (PROV’s) operational portfolio, organisational performance and enterprise planning functions. Reporting to the Executive Director, Information Governance and Keeper of Public Records, the role leads PROV’s core operational functions, including Access Services and Government Services, to ensure operational excellence, strategic alignment and the effective management of the Victorian Archives Centre.
As principal deputy to the Executive Director and Keeper of Public Records, the role is responsible for translating strategic priorities into organisational delivery, strengthening performance and accountability, leading change, managing operational risk and driving continuous improvement across systems, processes and service models.
About You
We are seeking applicants who have demonstrated experience from the following criteria:

Demonstrated experience leading large, complex operational functions in government or a similarly complex environment with responsibility for service delivery, organisational performance, resource management and risk.

Proven ability to lead strategic and operational reform, including driving innovation, continuous improvement and organisational change to achieve measurable business outcomes.

Demonstrated success in leading multidisciplinary teams and fostering a high performing, collaborative and inclusive workplace culture across diverse functions and locations.

Demonstrated experience overseeing major operational assets, facilities, infrastructure or service environment, including planning for continuity, resilience, safety and sustainability.

Strong strategic planning, organisational leadership and execution capability, with the ability to translate strategic priorities into deliverable work programs, measurable outcomes and clear accountability.

Highly developed stakeholder engagement and influencing skills, with experience building effective relationships across executives, shared service providers, government stakeholders and partner organisations.

Sound understanding of governance, risk, business continuity and compliance requirements in a public sector, regulatory, archival, cultural heritage, information governance or similarly regulated environment.
