About the Role
This is a full time, fixed Term Position for 30 June 2027.
The Senior Project Manager, Safer Speeds and Crossings Program Implementation, plays a key leadership role within the Transport Services Group. As part of the division’s leadership and governance team, the role is responsible for delivering major state-wide road safety initiatives, including the Speed Management Program and School Crossing Risk Assessment Framework under Victoria’s Road Safety Action Plan. The role involves governance planning, risk management, reporting, and securing approvals for large-scale programs, while leading a geographically dispersed team. Operating independently, the Senior Project Manager provides strategic and operational advice to senior executives and acts as a key liaison across internal branches, delivery units, Road Safety Victoria, and the Transport Accident Commission (TAC)

Position Outcomes
Strategic Planning and Program Delivery
- Led the development and delivery of the Speed Management program and School Crossing Risk Assessment Framework by leading resources in direct and indirect teams to ensure the successful implementation of state-wide road safety programs.
- Led oversight and governance for the Speed Management program, driving the financial planning, monitoring and reporting to ensure successful and timely delivery of the program. While successfully representing the Department’s priorities and advocating for key decisions via relevant cross-agency committees and forums.
- Led collaborative work with senior and executive leadership to support the strategic planning process and delivery of departmental priorities related to key road safety programs.
- Led the formulation of delivery strategies for the implementation of transport infrastructure including procurement strategies to ensure the successful delivery of the programs.
- Effective People Leadership – Provided effective leadership, people management, capability development and support to their team, as a valued, trusted member of the executive and governance team. Promote and support safe, inclusive and flexible team operations.
- Authoritative Advice – Provided high quality, authoritative strategic and operational advice to Ministers, the Secretary, executive leadership and Road Safety Victoria to support transport portfolio objectives and respond to emerging and/or complex issues.
- Stakeholder Management – Key internal and external stakeholders have been effectually engaged and collaborative partnerships formed across government, the private sector and with the community to integrate and coordinate policy, regulation, and delivery.
- Risk Management – Led risk identification and mitigation strategies at program level and individual projects across the state to maximise successful implementation of road safety programs.
- Organisational and Government Change - Led and contributed to government and organisational reforms including the assessment of the quality and effectiveness of change initiatives and organisational improvements.
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.

Qualifications and Experience
Mandatory
- Experience in large scale program and project delivery implementation.
Desirable
- A relevant tertiary qualification
- Experience in program management and program reporting, including use of monitoring tools such as PowerBI.
- Experience in coordinating resources across multiple teams to achieve program outcomes.
- Experience working in local and/or State government.
