The Senior Scoping and Development Engineer is a regional role responsible for leading the scoping and development of the region’s most complex transport projects, as identified through strategic planning. This senior position ensures that projects are fully "delivery ready," with all Department of Transport and Planning (DTP) standards, project risks, and benefits clearly defined and documented in alignment with the DTP Project Management Framework.

Position Outcomes / Accountabilities
- Project Development of Complex Transport Projects – Technically fit for purpose projects are scoped, costed and presented in accordance with the DTP Project Management Framework.
- Stakeholder Management – The incumbent has identified and effectively engaged with all key stakeholders resulting in high levels of stakeholder satisfaction.
- Project Readiness – Complex transport projects are delivery ready and documented using the Project Management Framework.
- Team Cohesion – The incumbent has worked efficiently and has provided constructive contribution as part of a successful design team.
- Technical Leadership - being a senior technical role, the incumbent has provided effective technical leadership to guide and support junior members of the team ensuring staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
- Promote and support safe, inclusive and flexible team operations.
Key Selection Criteria –
The Department of Transport and Planning is seeking a senior professional for the role of Senior Scoping and Development Engineer to lead the scoping and development of the region’s most complex and strategic transport projects.
This role plays a critical part in translating long-term transport needs into clear, delivery-ready projects that meet departmental standards, manage risk effectively, and deliver defined community benefits. Working across government and engaging senior stakeholders, you will navigate complexity to develop sustainable, high-quality solutions.
Success in this role requires strong partnership and co-creation capabilities, with the ability to foster trust, facilitate collaboration, and align diverse viewpoints. You’ll demonstrate leadership in critical thinking and project delivery, balancing strategic priorities with stakeholder needs. A solid understanding of digital tools relevant to project development is expected, along with the ability to guide others in their use.
Customer focus is essential — you will tailor services to context, manage risk to delivery, and ensure meaningful outcomes.

Qualifications and Experience
Mandatory
- A Bachelor of Civil Engineering or equivalent.
Desirable
- Extensive civil design development and project management experience.
- Registration as a Professional Engineer with the Business Licensing Authority
