SprayLine Road Services (SRS) is a commercialised branch within the Network Operations Division of the Department of Transport and Planning providing road maintenance services, construction and associated civil works, bituminous spray sealing and line marking to DTP, other state road authorities, municipal councils, and private industry. SRS delivers services locally within the communities and is committed to ensuring quality, innovative and sustainable outcomes. SRS performs a key role as an internal provider to DTP, providing emergency response, maintaining organisational capability and supporting DTP in being an informed purchaser.

About the role
*This is a Fixed Term Position until 31 December 2025*
The Program Support Officer, Metro is responsible for the providing delivery support for projects and improvement initiatives to External Works team. The Program Support Officer is accountable for providing project support ensuring deliverables, outcomes and plans are coordinated effectively, working in consultation with the delivery team and collaboratively with internal and external stakeholders. This position reports to the Team Leader, Works, and works closely with the Program Development Leads, other Team Leaders, and Business Support Officers

To be successful in this role, the ideal candidate will be able to effectively coordinate and oversee project delivery by defining key tasks, guiding team efforts, and monitoring progress to ensure outcomes are met. They will demonstrate strong critical thinking and problem-solving skills, using existing guidelines or analytical reasoning to resolve issues and make informed decisions. Additionally, they will possess sound business and commercial acumen, understanding operational costs and identifying efficient solutions, including when working with external vendors.

Position accountabilities
• Project Delivery Support – Has provided specialist project support to the delivery teams including coordination of project and stakeholder meetings, risk and issues maintenance, reports, briefings, presentations, procurement and administration of contracts & services used in projects and programs and ensure high-quality records management structures and processes are established and maintained for the project team.
• Project Control and Monitoring – Has provided support to the delivery teams with the management of project artefacts, prepare project scopes and briefs and contribute project expertise to complex projects with limited supervision. Has independently performed project work, within specific areas of expertise, including researching, analysing project data and developing recommendations to ensure project deliverables are met.
• Stakeholder Relationships – Has provided specialist project support to the delivery teams in the development, maintain and influence of effective internal and external stakeholder relationships including with senior management teams and key project stakeholders.
• Processes Compliance – Has assisted with the compliance of the financial and procurement processes for the project team ensuring they are managed and maintained in a timely and accurate manner, including providing advice and assistance, in line with DoT frameworks, guidelines and budgets.
• Health and Safety - Promote and support safe, inclusive and flexible team operations.
• In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities
Qualifications and experience
Mandatory
• Proven experience in project delivery support role in a large organisation, ideally in a government context.
• Experience and proficient in MS Office packages, Confluence, MS Planner, MS Project, Zycus, Oracle, MS Teams, SharePoint and other project delivery related tool.
• Strong stakeholder engagement and influencing skills.
• Proven ability to be flexible and adaptive in a fast-paced delivery environment.
Desirable
• Formal qualification (or working towards) Civil Engineering, Project Management, Business Administration or similar.
