Transport Service is a Group within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.
Regional Capital Delivery is a Group within the Department of Transport and Planning, and is responsible for for delivery of new and upgrades to road and bridge infrastructure.
About the role
The fixed term role is until 31/7/26
Operating under limited direction, this role plays a key role ensuring the Department of Transport delivers critical road projects. The role leads various activities to ensure projects are delivered on time, within budget and achieve strict quality and safety standards. Reporting to the Team Leader Regional Projects, the Project Lead is responsible for providing expertise for project planning, design, procurement, contract development and execution of works, surveillance; complex stakeholder engagement; coupled with effective financial management.
The Project Lead contributes to developing and delivering project activities, supporting the strategic direction of the Department, and building effective stakeholder relationships. To succeed, the incumbent must drive collaborative relationships with municipalities, utility agencies, contractors and other Victorian State Government Departments.
The role is required to work closely with project teams to monitor progress and ensure successful delivery against the four elements of successful project management: cost, time, quality and stakeholder management. The Senior Project Engineer will successfully ensure compliance with legislative requirements, apply expert contract management capabilities and apply professional expertise.

We are seeking a proactive and strategic professional with a strong ability to coordinate and deliver project outcomes, guide teams, and monitor progress to ensure timely delivery. The ideal candidate will build and maintain strong stakeholder relationships, address issues constructively, and strive to add value across interactions. With a sound understanding of business operations and commercial arrangements, including vendor engagement, they will ensure accountability and efficient service delivery. Strong interpersonal skills are essential, including the ability to adapt communication styles, understand stakeholder needs, and foster collaboration. The role also requires aligning daily activities with broader strategic goals, setting clear team objectives, and supporting others in planning for long-term success.

Position accountabilities
- Effective Project Delivery – Under direction, ensures that non-complex capital delivery projects are on time, and meet client requirements.
- Effective Project Support – Has prepared and keeps up to date project plans and project documentation under guidance. Has accurately assessed project status. Has prepared accurate responses to project queries, both contractual and in responding to customers.
- Quality and Risk Management – The incumbent ensures that projects meet and are delivered in accordance with project management, financial, risk, quality, safety procedures and policy and complies with regulations.
- Accurate project report– Has accurately provided quality, timely reports on physical and financial progress of the project
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.

Qualifications and experience
Mandatory
- Experience at managing delivery of infrastructure projects.
Desirable
- A relevant tertiary degree in engineering, project management or similar equivalent experience.
Role Specfic Requirements
- A valid Driver licence.
- Shift work may be required.
- Evening or weekend work including occasional overnight travel may be required.
