Transport Service is a Group within Department of Transport & Planning, and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians. 
 

Barwon South West Grampians is a Division within Transport Services, and is responsible for the statewide portfolio of road maintenance, delivered by the team in Maintenance Operations.

 
About the role

The Roadside Delivery Lead plays a pivotal role in the successful execution of the VRMC Barwon South West contract, acting as a key driver of operational performance, stakeholder engagement, and strategic oversight in relation to the roadside and environment. This position is central to ensuring the effective delivery of routine roadside maintenance services across the Barwon South West region, with direct accountability for managing the annual programme. The Roadside Delivery Lead will manage a diverse portfolio of works, addressing emerging issues, driving continuous improvement, and delivering value-for-money outcomes for all stakeholders.

Position Outcomes / Accountabilities
 
  • Lead the end-to-end planning, development, and delivery of roadside maintenance programs, ensuring projects are completed on schedule, within budget, and to the required quality standards. This includes preparing, reviewing, and approving work programs and project packages.

  • Establish and maintain effective, collaborative relationships with contractors to promote transparency, accountability, and high performance. Monitor contractor operations to ensure compliance with contract requirements and safety regulations.

  • Act as the primary liaison for both internal and external stakeholders, including local councils, government bodies, and community groups. Manage competing priorities and communicate effectively to align goals, expectations, and outcomes.

  • Champion a culture of continuous improvement by identifying and implementing initiatives that enhance service quality, operational efficiency, and safety outcomes. Apply sound risk and asset management principles to support long-term program sustainability.

  • Provide strategic advice and performance reporting to senior management and relevant authorities, offering evidence-based recommendations to support contract delivery, risk management, and program optimisation.

  • Ensure all activities comply with applicable legislation, environmental policies, and safety standards, while effectively managing potential community and environmental impacts

 
Key Selection Criteria
 
The role requires a proactive and strategic professional with strong stakeholder management skills, capable of constructively navigating complex issues and building effective relationships across internal and external networks. You will demonstrate sound judgement in managing difficult conversations, resolving problems through negotiation and coaching where needed. Your ability to interpret and apply political and organisational context, while aligning actions with ethical, legal, and organisational standards, will be critical. You’ll apply critical thinking and problem-solving skills to resolve issues with clarity and purpose, ensuring informed decisions and practical outcomes. With a focus on effective project delivery, you will define and guide task execution, monitor progress, and make necessary adjustments to meet objectives. A strong sense of business and commercial acumen will also be essential, ensuring operational efficiency and accountability in vendor and stakeholder engagements.
