About the role
This is a Fixed Term Position until 30 June 2027
The Change Manager leads organisational change management for the Victorian Transport Digital Engineering (VTDE) Program, helping drive successful adoption of key transformation initiatives across the Department of Transport and Planning and the broader Victorian transport sector. The role provides expert advice, develops change management capability and works closely with senior stakeholders to ensure change activities align with strategic objectives and deliver sustainable outcomes.
The position is responsible for developing and implementing change, communication and stakeholder engagement strategies, building organisational readiness and supporting business adoption. It also manages change impacts, risks and dependencies, provides coaching to senior leaders, and monitors change effectiveness to ensure program benefits are realised and transformation outcomes are successfully embedded.

- Builds and manages strong relationships with senior stakeholders, balancing competing priorities and driving collaboration to achieve shared objectives.
- Applies strong business and commercial acumen, delivering value, managing organisational risk and improving efficiency to support strategic outcomes.
- Translates organisational strategy into clear plans and actions, guiding others through change while building capability and alignment across teams.
- Embraces innovation and adaptability, leading others through change, fostering collaboration and adjusting strategies to achieve the best possible results.

Qualifications and experience
You’ll bring:
- A bachelor’s degree in a related field and/or demonstrated experience in a similar government role (mandatory).
- Proven experience in change management, communications and stakeholder engagement, ideally within an ICT program environment (desirable).
- Strong capability to support organisational change, stakeholder adoption and successful delivery of transformation initiatives.
