About the role
The Commercial Manager is responsible for providing contract management and commercial advice for nominated road Public Private Partnerships (PPPs) in conjunction with the Senior Commercial Manager. The role will use a range of commercial skills, drawing on technical and legal input as required. This includes, but not limited to, providing authoritative advice relating to financial and commercial matters, and being a point of contact for PPP partners on Quarterly Service Payments (QSP), changes to contracts and financial models, and other contractual matters. The role may also work on other projects and initiatives in Commercial Advisory, and with stakeholders across DTP and the Department of Treasury and Finance (DTF).

Position accountabilities
The Department of Transport and Planning is seeking a skilled and motivated Commercial Manager to support the management of key Public Private Partnerships (PPPs) and drive strong commercial outcomes for the State. This role plays a critical part in minimising risk exposure, negotiating complex contractual matters, and developing innovative responses to commercial and policy challenges.
As Commercial Manager, you will lead and coordinate activities between DTP and PPP concessionaires, including contractual changes, approvals, and performance management. You will also prepare high-quality documentation, briefings, and advice for senior stakeholders and Government, ensuring recommendations are strategically sound and clearly communicated.
The role requires strong financial acumen, including financial analysis and modelling skills, to assess project performance, identify efficiencies, and improve financial and commercial outcomes. You will work collaboratively across Commercial Advisory and the wider department to support consistent, effective management of commercial matters, bringing a solutions-focused and assertive approach to achieving results.
The ideal candidate will demonstrate exceptional negotiation and influencing skills, with experience managing complex commercial relationships and contracts within large organisations or government. Strong analytical capability, attention to detail, and the ability to deliver high-quality outcomes under pressure are essential.

Qualifications and experience
Mandatory
· Substantial professional experience in a relevant commercial transaction, commercial strategy or contract management position.
· Strong financial analysis skills and commercial acumen.
· A relevant tertiary qualification in commerce, finance, economics, business management, law, or related discipline.
Desirable
· Experience in contracting of large Public Transport, infrastructure contracts or corporate finance, M&A, corporate development in large complex organisations.
· Experience working with State or Federal Government would be beneficial.
