VIDA Health (Victorian Health Building Authority) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VIDA Health also provides technical support across engineering, property, asset management and environmental sustainability disciplines.
The Opportunity
As the Commercial Manager, you will provide expert commercial and procurement leadership across VIDA Health’s portfolio of complex, high-value health infrastructure projects. Reporting to the Director, Commercial, you will shape procurement and contracting strategies across multiple projects while contributing to portfolio-wide commercial frameworks, market engagement approaches and strategic initiatives.
Working closely with multidisciplinary teams, you will provide timely, practical and evidence-based advice to support senior decision-making and ensure all commercial activities align with government policy, probity requirements and VIDA Health’s strategic objectives.
This role offers the opportunity to shape procurement strategy across a major portfolio and directly influence project outcomes at a program level. It is suited to an experienced commercial professional who thrives in complex procurement and delivery environments and is motivated to contribute to projects of significant public value.
Key aspects of the role include:
- Play a key role in the development of procurement strategies across major capital projects.
- Manage end-to-end market engagement processes, including market sounding and ROI processes.
- Provide commercial advice on packaging, risk allocation and procurement models (e.g. MC, D&C, Construct Only).
- Identify, assess and manage commercial and delivery risks across the project lifecycle.
- Ensure compliance with Victorian Government procurement frameworks (including HVHR, Ministerial Directions and PDCMA).
- Build and manage relationships with key stakeholders across government, advisors and industry.
- Support governance and executive decision-making through high-quality briefings.
- Contribute to the continuous improvement of commercial frameworks and procurement practices.
- Experience across all aspects of the role is not required; candidates with strengths in core areas and a willingness to develop across the full commercial lifecycle are encouraged to apply.
We are looking for:
- Extensive experience delivering procurement and commercial outcomes on complex infrastructure projects.
- Strong understanding of government procurement frameworks and works procurement models.
- Experience leading market engagement processes.
- Proven ability to develop commercial strategies and manage risk allocation.
- Strong analytical and problem-solving capability.
- Clear and confident communication skills with senior stakeholders.
- Ability to operate effectively in complex, fast-paced environments.
