About the role
This is a Full TIME FIXED TERM position until 30/09/2025
The Communications Lead is responsible for developing and delivering change management programs that are aligned with the Change, Engagement and Communications Strategy for the Victorian Transport Digital Engineering Transformation Program.
Working closely with project team members, they will develop and execute a Change Management Strategy that prepares the program and our stakeholders for processes, technology, and digital engineering experience changes.

We are seeking a dynamic leader with demonstrated expertise in critical thinking, strategic planning, and business acumen to drive innovative, sustainable solutions across complex government settings. The ideal candidate will excel in stakeholder management, foster cross-sector collaboration, and champion flexibility to adapt strategies and deliver impactful outcomes.
Position accountabilities
– Worked closely with the Program Change Manager and Change Analyst to develop and implement the communications plan for the remainder of Horizon 3 and in preparation for Horizon 4.
– Led key message development and identified priority engagement channels for a large range of stakeholders within Victorian Transport.
– Coached and supported stakeholders, including executive staff, to deliver and embed change as required by the project
– Worked within the program brand guidelines and prepared key communication materials including project updates, infographics, presentation slides and email alerts.
– Undertook assessments on change impact, risks and mitigation strategies, including the identification and management of anticipated resistance.
– Prepared reports, presentations, and briefing notes and other written material as required by the project team.
– Contributed to advancing the knowledge of change management best practice and approaches across the organisation and the successful achievement of project objectives.
– Applied measures to evaluate and report on the change program effectiveness.

– In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
Qualifications and experience
– Demonstrated experience in a similar role in Government. (mandatory)
– Proven experience in change management, communications and engagement, ideally within a ICT program context. (mandatory)
