About the group

 

Investment and Technology leads and manages the investment lifecycle; drives commercial advice & negotiations to facilitate reform; and enables core delivery through Finance, Procurement & Enterprise Technology. 

The Commercial Transactions Team delivers commercial advisory services, project deal strategy, and end-to-end delivery, contract close out and transition support for transport services contracts. The Transition Team sits within Commercial Transactions and services key internal DTP clients, including the Transport Services Group.

The Franchise Agreements 


With the MR4 Train and Tram agreements ending between 2024 and 2027 and new franchises being procured, DTP established a Transition Team to close out existing contracts, manage the transition to new franchisees, and ensure departmental readiness and service continuity. 

 

About the role

 

This is a full time fixed term position until 31/12/2028


The Contract Close Out and Transition Change Lead is responsible for governing and coordinating the MR4 close-out, transition, and departmental readiness workstreams to ensure effective program delivery. The role plans, manages, and monitors key initiatives across a complex program of works, partnering with internal and external stakeholders to assess readiness and coordinate engagement. 

 

Position accountabilities

–    Manage the schedule with Close out, Transition and DTP Readiness.
–    Monitor and report on the progress of assigned tasks to ensure delivery targets and key milestones are achieved. 
–    Develop and maintain positive working relationships, ongoing communication and coordination with all key internal and external stakeholders. 
–    Establish and oversee risk and issues frameworks and schedules.
–    Ensuring relevant legislation, policies and protocols have been considered in developing and implementing program outcomes.

The role demands interpersonal and communication skills to clearly convey information, tailor messages to diverse audiences. The ability to understand organisational contexts, identify common interests, and foster productive partnerships that deliver positive outcomes.

Technical Capabilities 

 - Project and Program Governance (Applied) - Recognises early warning signs of governance issues and escalates accordingly; Establishes project probity and governance systems, including systems for life cycle, reporting, risk, performance and change management; Implements a program of project audits and reviews, including gateway reviews, and forecasts, recognises and escalates issues, as required; Analyses complex performance issues to develop and implement interventions or solutions to turn around underperforming projects.

 

Qualifications and experience

–    Demonstrated project management / senior administration experience in a complex stakeholder environment, ideally within government or public sector. (mandatory)
–    Advanced level understanding of relevant project administration/management software including MS Office and other applications utilised for financial and records management (mandatory)
–    Excellent stakeholder engagement and negotiation skills.
–    Demonstrated team management skills; ability to lead and motivate a team toward excellent results.
–    Change management experience; ability to embed sustainable change
–    A relevant tertiary degree in project or business management or related discipline would be well regarded(desirable).
