About the role

DTP manages over 4,000 supplier contracts, with ~$5 billion in annual spend.

These contracts range from low value transactional arrangements to high value strategic arrangements, such as public transport franchise agreements, public private partnerships and road maintenance contracts.

The primary purpose of this role is to identify and deliver opportunities to further improve how DTP manages these contracts. This will include:

  • Designing and delivering a program of contract management improvement initiatives. 
  • Developing and delivering key initiatives, specifically targeting strategic contract performance 
  • Developing the next iteration of the DTP Contract Management Framework and ensuring successful adoption across the organisation 

This is a leadership role in the central procurement team (Procurement Division), reporting to the Director Procurement Operations.

Position accountabilities

DTP is seeking a Contract Management Lead to drive strategic uplift in contract management performance, capability and governance. The role focuses on identifying emerging issues, shaping improvement initiatives and ensuring contract management drives best value and aligns with department’s priorities and operating needs.

You will lead the design and delivery of an improvement program. This includes facilitating workshops, applying structured problem-solving approaches, building roadmaps and benefits cases, and defining performance measures to assess impact.

A core responsibility will be to partner with senior managers, operational teams and project stakeholders to implement and embed change across the organisation.

The successful candidate will provide valuable advice on contract management practice, support the ongoing development of the Contract Management Framework, and influence decision-making by clearly articulating outcomes and benefits. Coaching and mentoring will be an important element to uplift internal capability in contract management.

This role offers the opportunity to contribute to long-term strategic transformation and ensure the department’s contracting practices drive best value, transparency and performance for stakeholders and the community.

 

Qualifications and experience

  • Extensive experience in managing strategic contracts across their lifecycle, with a deep understanding of contract management frameworks, risk management, and performance management. 
  • Expertise in designing and delivering improvement programs in large complex organisations.
  • Advanced understanding of contract governance, dispute resolution, and supplier performance management. 
  • Expertise in risk-based contract decision-making and contract variation strategies. 
  • Familiar with predictive contract analytics for trend forecasting and supplier risk identification.
