Transport Services is a Group within the Department of Transport and Planning with the responsibility for the delivery of transport services across all modes, providing a single user interface to the transport network.
About the Role
The Metropolitan Zero Emission Bus Franchises will accelerate the transition from diesel to zero-emission battery electric buses, replacing 600 buses by 2035 and covering a third of Melbourne’s network, including 131 public routes and over 230 school services. The Contract & Commercial Administration Officer plays a vital role in supporting the Metro Bus Franchise team through effective supplier management, ensuring compliance with franchise agreements, and monitoring operator performance. The role works closely with the Senior Contract and Commercial Officer and Analyst, coordinating tasks and facilitating timely operational analysis. Key responsibilities include engaging with bus operators and stakeholders, managing contractual documents, and addressing network issues to support an integrated transport system. Operating in a high-volume, fast-paced environment, the role requires strong contract knowledge, sound decision-making, agility, and excellent communication skills to ensure the successful delivery of performance outcomes and alignment with the broader zero-emissions transport goals.

Position Outcomes / Accountabilities
- Manage and Maintain Contract Deliverables – tracking contract deliverables, maintain folders and documents using Bus Services workflow and document management system. Prepare documentation such as agendas, meeting minutes, template and correspondence management, and developing internal and external presentations.
- Ministerial Correspondence – provides timely and high-quality responses to Ministerial correspondence and queries, assist with preparation of Ministerial and Organisational Briefs.
- Franchisee Contractual Compliance – coordinate and assist Senior Contract and Commercial Officers, Contract and Commercial Analyst, and Procurement Specialist with performance analysis and assessments, including processing monthly/quarterly and annual contract claims from the Franchisee.
- Stakeholder Management – engage and work collaboratively with key subject matter experts, DTP staff and external stakeholders to support contract management initiatives and identify and mitigate operational and contractual risks.
- Communications – support the Senior Contract and Commercial Officer and broader team in preparing high quality commercial analysis, advise on contractual issues and mechanisms to manage risk including preparation of internal and external correspondence.
- In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities
Key Selection Criteria –
The ideal candidate for the Contract & Commercial Administration Officer role will demonstrate strong critical thinking and problem-solving skills, using existing guidelines or independent analysis to resolve complex issues and make informed decisions. They will possess sound business and commercial acumen, understand operational costs and ensuring vendors meet contractual obligations. Accomplished communication skills, they will convey information clearly and confidently, even when addressing sensitive topics. The candidate will build productive stakeholder relationships by recognising shared goals and aligning outcomes. A commitment to innovation and continuous improvement is essential, with the ability to suggest and lead implementation of ideas enhancing efficiency, quality, and performance.

Qualifications and Experience
Desirable
- A tertiary qualification in Law/Project Management/Commerce and/or experience in the field.
- Experience in procurement and contract management, including practical knowledge of Supplier
Relationship Management Systems, Contract Management Frameworks and Risk and Safety Management.
