The Victorian Health Building Authority (VHBA) is responsible for the rollout of the Victorian Government's multi-billion-dollar health capital projects. We're delivering world-class health facilities across Victoria including new public hospitals and emergency care, community health services, ambulance branches, residential aged care and mental health facilities. VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.  

 

 

The Opportunity:  

 

The Deputy Director, Legal will lead and provide strategic guidance to VHBA’s legal team in support of its program of works. This role will also collaborate closely with VHBA’s commercial team, as well as external legal and commercial stakeholders, to ensure a consistent and aligned approach to legal practises that reflect and uphold VHBA’s objectives. This position will play a key role in shaping government decision-making on front-end construction and infrastructure matters, construction procurement, and related policy.  

 

Key aspects of the role include: 

 

  • Provide timely, high-quality, and cost-effective legal and commercial support to the Legal and VHBA teams across project development, procurement, construction contracting, legislation, and government policies for complex infrastructure projects. 

  • Proactively identify and mitigate potential legal and commercial risks related to the management of multi-billion-dollar projects and contracts subject to intense public oversight. 

 

We are looking for:  

 

  • Strong knowledge of legal best practices in construction procurement and delivery for complex, high-value projects. 

  • Strong ability to work well in complex commercial projects and to lead, influence, negotiate, and achieve positive results. 

  • Extensive senior experience in leading and managing a legal function within a complex and dynamic environment, preferably in the public sector. 

  • Admitted as a legal practitioner to the Supreme Court of Victoria or a similar jurisdiction and current practicing certificate in in accordance with the Legal Profession Uniform Law Application Act 2014.
