Summary
Suburban Rail Loop (SRL) is an integrated transport infrastructure and precincts planning project that will deliver a 90km rail line linking every major train service from the Frankston Line to the Werribee Line via Melbourne Airport, as well as investment in the suburbs, better connecting Victorians to jobs, retail, education, health services and each other. Suburban Rail Loop Authority (SRLA) is the statutory body established to plan all elements of the project, procure builders, develop structure planning for SRL Precincts and oversee construction and the other changes that will help transform Melbourne and Victoria.

About the opportunity
The Director, Engineering is responsible for leading SRLA’s technical governance, design assurance, and engineering integrity across all project packages. This role integrates Chief Engineer responsibilities within a Design Authority framework, ensuring that all design and engineering activities are technically sound, compliant, and aligned with SRLA’s objectives. This role ensures the successful integration and delivery of all engineering and design activities, with a focus on technical assurance and innovative solutions.
As the Engineering Authority for SRLA, the role provides final technical endorsement for major design decisions, acts as the senior escalation point for engineering challenges, and ensures technical integration across packages. The role also represents SRLA in technical negotiations, stakeholder engagements, and regulatory discussions.
Key accountabilities
- Extensive experience in engineering governance and technical leadership in the planning, design, and delivery of complex rail and infrastructure projects, ideally within a government or public sector environment.
- Demonstrated expertise in engineering assurance, technical compliance, and design integration, with a strong understanding of cross-package coordination and interface management in major transport programs.
- Proven ability to act as an Engineering Authority, providing final technical endorsement for complex design and construction challenges, including risk management and regulatory compliance.
- Strong commitment to safety in design, constructability, and value engineering, with extensive experience in risk assessment, assurance frameworks, and engineering change management.
- Well-developed understanding of Victoria’s transport and infrastructure policies, regulatory requirements, and government objectives, ensuring alignment of design and engineering decisions with broader strategic goals.
- Proven experience in managing external consultants, contractors, and technical advisory teams, including developing briefs, driving quality outputs, and ensuring timely delivery of design milestones.
- Strong stakeholder engagement and negotiation skills, with the ability to influence senior decision-makers, manage technical disputes, and build trusted relationships with key internal and external stakeholders, including regulators, delivery partners, and government agencies.
