About the Role
The Director Finance and Project Accounting plays a key role in the financial and commercial management for the successful delivery of the Department’s rolling stock projects. The Director Finance and Project Accounting leads a team of accounting and finance specialists focussing on providing finance business partnering services and advice to the Head Rolling Stock Development and the divisions Project Directors.
The role reports directly to the Executive Director Finance and Commercial and requires a person with significant experience in managing relationships at an Executive level and skills and experience in managing budgeting, financial reporting and business advisory services across the division. The position is responsible for the management of complex contract arrangements, managements of payment processes, contract documentation and variations, program and project reporting, finance and management reporting, management of the financial and sub ledgers and the preparation, the management of complicated financial models, cash flow management and asset transfers and valuations.
In addition the position plays a key role in the development of commercial and financial estimates data relating to the development of business cases.
The successful applicant will work effectively as a member of a team, enjoying flexible working arrangements and undertake a wide variety of work across the division and have experience in the engagement and management of key stakeholder groups.

Position Outcomes / Accountabilities
- Provision of advice: Extensive experience providing high level strategic, tactical or operational advice on a range of financial and policy matters to senior stakeholders.
- Leadership and management: Extensive leadership and management experience including the management of staff through complex and challenging environments and ability to foster a high performing and collaborative culture.
- Strategic planning: Experience as a key contributor in the development of organisation strategy and business planning processes.
- Resource management: Experience managing the development and management of workforce, budgets, finances, and expenditure.
- Stakeholder management: Demonstrated track record of developing constructive relationships with senior internal and external stakeholders, resolving conflict and managing sensitivities within constrained timeframes, and ability to effectively negotiate to achieve outcomes.
Key Selection Criteria
The DTP is seeking a highly experienced leader with a strong background in project and financial management, particularly in complex and high-risk environments. The ideal candidate will bring proven expertise in cost controls, cash flow, asset management, and advanced data modelling, along with the ability to influence strategic decision-making through clear analysis and reporting. Strong stakeholder engagement skills and a continuous improvement mindset are essential for success in this dynamic role.
Qualifications and Experience
Mandatory
- A relevant tertiary degree in Accounting, Business, Economics or an equivalent field is required. Membership to a Professional Body e.g. CPA/CA will be highly regarded.
Desirable
- A detailed understanding of the Victorian Government Budget and Financial Management Framework.
- Proven experience in a senior financial management leadership role, preferably within the Victorian State Government sector.
