About the Role
This is a fixed term SES 1 contract for up to five years.
This is a unique opportunity to shape the culture, capability and future workforce of one of Victoria's largest public sector organisations.
Reporting to the Executive Director, People, you will lead a team of specialists responsible for inclusion and diversity, leadership and management development, learning and development, organisational culture, talent and performance, and employment programs. You will drive enterprise-wide strategies and initiatives that strengthen organisational capability, foster inclusion, support career development and create a high-performing culture across the Department of Transport and Planning.
Success in this role will see you influencing executive leaders, driving cultural transformation, and delivering programs that improve workforce outcomes for thousands of employees across the department.

You're someone who:
- Has a proven track record leading organisational development, inclusion, learning or strategic HR functions in complex environments.
- Can build trusted relationships and influence senior leaders to drive cultural and organisational change.
- Enjoys developing innovative, evidence-based strategies that improve workforce capability, engagement and performance.
- Can lead high-performing multidisciplinary teams and create an inclusive, collaborative culture.
- Demonstrates strong strategic thinking and the ability to translate organisational priorities into practical outcomes.

Qualifications and Experience
You'll bring:
- Significant experience leading organisational development, inclusion, learning or broader strategic people functions.
- Demonstrated success designing and implementing enterprise-wide people and culture strategies.
- Experience leading and developing multidisciplinary teams.
- Strong understanding of aligning inclusion, learning and organisational development initiatives with business objectives.
- Relevant tertiary qualifications are desirable.
- Membership of the Australian Human Resources Institute (AHRI) or another relevant professional body is highly regarded.
