About the Role

The Data and Digital division, part of Investment and Technology, is driving transformation across Transport and Planning by delivering digitally enabled services, operational excellence, and large-scale initiatives. We are seeking an energetic and motivated Engagement and Planning Lead to play a pivotal role in shaping and delivering effective communication and engagement strategies. In this role, you will work closely with senior management and stakeholders to provide authoritative advice, craft concise briefs, and support the development of the engagement roadmap. Acting as a trusted advisor, you will bridge leadership and the wider workforce, ensuring alignment with departmental priorities while fostering a culture of collaboration, innovation, and shared purpose across the newly established Data & Digital division.

Position Outcomes / Accountabilities

  • Stakeholder relations- Proactively foster key strategic partnerships with internal and external stakeholders and ensure all outputs meet the Department’s client quality and delivery expectations. Work flexibly and collaboratively across the business to deliver on team, branch, group and DTP priorities and initiatives as required.
  • Internal Communication Channels - Implement, enhance, and maintain robust internal communication channels within the Data & Delivery division, ensuring timely and transparent information flow among the leadership team through innovative communication tools and methods.
  • Strategic advice to Data & Digital leadership- Provide high-quality, evidence-based strategic advice to the divisional leadership team to inform decision making and supports the delivery of the department’s objectives.
  • Strategic Planning - Contribute to the development and refinement of strategic plans for Data & Digital Division, while providing insights and recommendations to optimise the use of data and digital technologies in achieving departmental objectives.
  • Business improvements & culture - Collaborate as part of the Data & Digital Engagement and Planning team to drive business improvement and a positive workplace culture.

 

Key Selection Criteria

The DTP is seeking a dynamic leader with proven experience in stakeholder management, workforce planning, and building strong partnerships to drive innovative and collaborative outcomes. The role requires accomplished skills in team management, influence and persuasion, and knowledge management, ensuring business continuity and effective integration of risk management and learning opportunities. With a future-focused mindset, you will align team objectives with organisational goals, embrace new technologies, and foster a culture of collaboration, trust, and continuous improvement.

 

Qualifications and Experience

  • Postgraduate qualifications in a relevant field and extensive relevant experience and/or proven record of success, leadership and administration in a change management environment.
  • Demonstrated knowledge of change management frameworks (Kotter, Bridge, Prosci’s ADKAR, and Roger’s Kubler-Ross).

All new appointments to the department will be subject to a National Criminal Records Check, Misconduct Screening, and a Qualification Check where there is a requirement for a mandatory qualification. Information provided to the Department of Transport and Planning will be treated in the strictest confidence consistent with the requirements of the Privacy and Data Protection Act 2014.
