About this position

The Executive Director, Governance provides strategic leadership and oversight of the department’s governance, integrity and regulatory functions. Operating at a senior executive level and working closely with Deputy Secretaries and other senior executives, the Executive Director, Governance will ensure the Department has an effective portfolio governance framework, strong integrity and effective regulatory practice.

The Executive Director provides strategic leadership and oversight of the department’s governance framework to ensure transparency, accountability, and effective decision-making and oversees the delivery of secretariat support to the department’s Tier 1 and Tier 2 committees, enabling robust governance and informed executive decision making.

The Executive Director is responsible for leading the department’s transport regulatory operations function and oversees prosecutions and case reviews, regulatory performance, compliance and enforcement matters and forensic evidence whilst ensuring that legislative, statutory and departmental obligations are met.

The Executive Director also plays a pivotal role in overseeing the department’s integrity, probity, fraud and corruption resilience functions ensuring these processes align with the Victorian Public Sector Commission guidance and Whole of Victorian Government priorities. This includes leading teams that manage internal investigations and support external agency investigations such as IBAC, Parliamentary inquiries, Victoria Police and the Commission for Children and Young People. The role also involves overseeing investigations of potential non-compliance and collecting evidence to support legal actions.

Position Outcomes

• Drive the delivery of transport regulatory operations, including compliance, enforcement, prosecutions, and forensic evidence, ensuring all legislative and statutory obligations are met.
• Implement modern regulatory systems and processes that reflect best practice and support continuous improvement.
• Lead integrity and ethical behaviour initiatives, including fraud and corruption control, complaints management, and risk identification, fostering a strong culture of accountability and trust.
• Oversee the governance framework for the department and its portfolio entities, working closely with senior leadership to promote transparency, accountability, and effective decision-making.

Qualifications and role specific requirements 

• Extensive leadership experience, including the management of staff, through complex and challenging environments.
• Demonstrated experience leading the provision of authoritative advice to Ministers, the Secretary and Deputy Secretaries on some or all of governance, regulatory and integrity matters.
• Demonstrated experience managing the development and management of workforce, budgets, finances, and expenditure.
• Demonstrated ability to effectively identify and assess emerging issues, consider options, and devise effective action plans and innovative solutions to complex challenges.
• A degree in a suitable discipline, such as law, regulation, public policy or related field.

All new appointments to the department will be subject to a National Criminal Records Check, Misconduct Screening, and a Qualification Check where there is a requirement for a mandatory qualification.
