Title: Executive Director, Program and Integration

The Housing, Building and Land Delivery group in the Department of Transport and Planning drives balanced urban growth by delivering:
· well-planned and supportively zoned land for housing, jobs and infrastructure in State-led areas
· a pipeline of government-owned land for development
· an improved building system with quality design for public places and buildings.
About the Role
This is a five year fixed term SES 2 role
The Executive Director, Program and Integration, plays a pivotal leadership role in aligning spatial planning programs with government priorities and driving the integration of land use and infrastructure across Victoria. This includes both transport and broader infrastructure such as utilities, community services, and public open space. The role ensures that all initiatives within the Housing, Building and Land Delivery Group are strategically aligned with the Department’s planning and delivery functions, ensuring consistent and high-quality outcomes across metropolitan and regional areas.
Central to this position is the coordination of cross-government collaboration and the development of key strategic tools such as infrastructure plans. The Executive Director works closely with senior leaders, councils, government agencies, and industry partners to champion integrated, evidence-based planning. This work is critical to supporting Victoria’s long-term growth by promoting well-serviced and resilient communities, underpinned by robust planning frameworks and infrastructure delivery.
As a core part of the Department’s spatial planning “centre of excellence,” the role focuses on unlocking development capacity across designated growth areas. It leads strategic initiatives that integrate transport and land use, coordinate rezoning efforts, and guide infrastructure planning and delivery. With a strong focus on strategic outcomes, collaboration, and reform, the Executive Director ensures that Victoria’s planning system is fit for purpose and positioned to meet the evolving needs of the State.

Qualifications and role specific requirements
· A relevant tertiary degree or equivalent experience in areas such as planning, public policy or transport engineering would be well regarded.
