About this position
The Executive Director, Ministerial provides strategic leadership and authoritative stewardship of the department’s ministerial, parliamentary and cabinet functions. The role ensures effective systems, processes and capabilities are in place to meet cabinet, parliamentary and public accountability obligations, and to deliver timely, high-quality and trusted advice to Ministers, the Secretary and senior executives.
The role leads a coordinated and proactive approach to ministerial services, cabinet and committee processes, parliamentary services, briefings and correspondence, PAEC preparation, and GIC and statutory appointments. It also leads high-performing teams and contributes to cohesive executive leadership across the People, Legal and Governance Group. The role promotes accountability, service excellence and continuous improvement, while building departmental capability to anticipate and respond to government priorities and parliamentary expectations.
The Executive Director works closely with Ministers’ Offices to ensure confidence in the quality, timeliness and coordination of departmental advice and services. The role sets clear expectations, resolves issues, and fosters constructive professional relationships across ministerial and departmental interfaces.
Position Outcomes
- Lead the delivery of high quality and efficient cabinet, ministerial and parliamentary services
- Lead the implementation of continuous improvement initiatives to drive strategy, process, performance, stakeholder engagement and team culture;
- Lead engagement within the Division and with departmental senior leadership to lead strategic planning initiatives and delivery of departmental and ministerial priorities;
- Lead the department through election and caretaker periods by ensuring whole of department readiness, consistent application of caretaker conventions, continuity of core services, and clear guidance to executives and staff at times of heightened scrutiny.

Qualifications and role specific requirements
- Demonstrated executive level experience in the Victorian Public Service, in roles involving ministerial, parliamentary, cabinet, government and legislative processes.
- Demonstrated record of developing constructive relationships with senior internal and external stakeholders, particularly with Ministers and Ministers’ Offices.
- Demonstrated experience leading the provision of high quality, authoritative, strategic and operational advice to Ministers, the Secretary and senior executives.
- Extensive leadership and management experience including the management of staff through complex and challenging environments.
- Demonstrated experience managing the development and management of workforce, budgets, finances, and expenditure.
- Demonstrated ability to effectively identify and assess emerging issues, consider options, and devise effective action plans and innovative solutions to complex challenges.
- A degree in a suitable discipline, such as business, public policy or administration, law, economics, social science or other relevant area is desirable, but not mandatory
