About the role
This is a fixed term executive contract until 30th June 2027.
Reporting to the Deputy Secretary Housing, Building and Land Delivery, and based in Melbourne CBD, the Executive Director Building Policy and Reform leads the Department’s Building Policy and Reform program governance and coordination, driving organisational change, stakeholder engagement, team culture and ways of working that support sustainable reform, collaboration and high performance.
The role helps shape and influence Victoria’s building and plumbing system, policies and projects, forging a strong working partnership with the Building and Plumbing Commission and strong stakeholder engagement across all levels of Government, industry and the community. Bringing strong industry insight and a practical understanding of the building, development and construction sectors, the role translates state government priorities into implementation plans covering change impact assessment, stakeholder and communications, capability uplift and business readiness, while leading stakeholder management, people development and business planning for the Building Division.

Qualifications and experience
You’ll bring:
- Extensive experience in the successful development, delivery and implementation of major complex business and regulatory reform programs in a government context, including change management, stakeholder engagement and communications (mandatory).
- Experience as a senior leader with a proven record of success in a large, complex organisation and a track record leading organisational change and culture transformation (mandatory).
- Political acumen with an understanding of the processes and levers that apply to Government, and the ability to facilitate outcomes at a whole-of-government level (mandatory).
- Strong industry experience or demonstrated ability to work effectively with the building, development and construction sectors (mandatory).
- Demonstrated record of achievement in developing and leading high-performing multi-disciplinary program teams (mandatory).
- Formal qualifications in program and project management (desirable).
