Investment and Technology is a Group within the Department of Transport and Planning and is responsible for providing investment strategy and delivering commercial and enterprise-wide information technology services to drive high performance and improved commercial outcomes for the State.
Enterprise Technology is a Division within Investment and Technology and provides IT services and technology for the Department of Transport and Planning, delivering corporate and enterprise-wide capabilities. It performs a central role providing core Architectural, Strategy and Solution Design services, Procurement and Portfolio Management services, IT Risk and Assurance services, Cyber leadership, Project Delivery and Operational support services for all of Department of Tranport and Planning’s information technology and data needs.
About the Role

The Lead Enterprise Architect proactively and holistically leads Enterprise Architecture activities across technology capability domains. They are responsible for leveraging technology to enable DTP’s service and policy delivery priorities, and for leading and facilitating teams to identify and develop DTP’s IT architecture.

We are seeking a highly skilled professional with expertise in strategic planning, systems thinking, problem-solving, and digital literacy to drive business outcomes and innovation. The ideal candidate will demonstrate strong leadership in communication, stakeholder management, and collaboration, with the ability to adapt to change and influence key decision-makers effectively.
Position Outcomes / Accountabilities
• Identified and engaged stakeholders to facilitate strategic planning, innovation and solution identification to enable business priorities and activities.
• Maintained and analysed information about the IT environment (including business, applications, platforms and technology components) to identify trends and insights into DTP’s use of IT.
• Created deliverables (including strategies, roadmaps, capability models, frameworks, processes, standards and guidelines) that guide decisions to achieve targeted business outcomes.
• Developed investment plans to achieve target architectures and monitor architecture delivery through definition of metrics and participation in IT governance.
• Defined and drove changes to IT operating models to enable effective delivery and operation of the IT architecture.
• Drove digital innovation by leveraging innovative new technologies and approaches to renovate, extend, and transform the IT architecture.
• Provided expert advice to executive groups on the use of technology to support business priorities.
• Advocated and communicated strategic priorities, frameworks, models, etc. to business and technical staff at all levels to improve alignment of activities to strategic outcomes.
• Facilitated and contributed to the proceedings of IT governance forums within DTP.
• Identified and maintained awareness of industry and whole-of-Victorian-government (WoVG) technology trends, including representing DTP in appropriate industry or WoVG forums.
• In line with Section 31A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
Qualifications and Experience
Mandatory
• Appropriate tertiary qualification in IT Systems or related area.
Desirable
• Certification in an industry-recognised architecture framework (e.g., TOGAF).
• Experience using Enterprise Architecture tools like Orbus Infinity, Lean IX or Sparx EA.
ROLE SPECIFIC REQUIREMENTS
• Extensive experience in developing enterprise-wide architecture and processes which ensure that the strategic application of change is embedded in the management of the organisation.
• Demonstrated experience using systems thinking to design adaptive and scalable enterprise architectures that support long-term business agility and innovation.
• Demonstrated experience in setting strategies, policies, standards and practices to ensure compliance between business strategies, technology strategies, and enterprise transformation activities.
• Demonstrated experience in leading and delivering strategy creation/review to meet evolving business needs.
• Experience in identifying and assessing new and emerging technologies and the evaluation of potential impacts, threats and opportunities.
• Proven ability to collaborate and influence at all levels of the organisation, driving consensus and stakeholder alignment to achieve positive outcomes.
• Exceptional communication skills, able to present complex ideas clearly to technical, non-technical, and executive audiences through written, verbal, and visual methods.
• Proven ability to build long-term, strategic relationships with senior stakeholders and leverage a network of recognised professionals (internal and external) to deliver expert advice.
