The Data & Digital division sits within Investment and Technology group in DTP. Data & Digital provides the department with operational excellence for data and digital enabled services and project execution for large scale design and uplift initiatives..
About the Role
Full time - Permanent
Manager, ITS Operations is a leadership position responsible for ensuring successful operational outcomes for all ITS Systems and infrastructure.
The position will lead the day-to-day Intelligent Transport Systems (ITS) operations and security, including software applications and associated telecommunication and infrastructure on a 24/7 basis, with a particular focus on supporting Transport Operations Centre and other key system users. This role demands a high level of independent judgment in planning, scheduling, resource management and strategic thinking. You will liaise with technical experts, external service providers, and stakeholders to deliver operationally viable and future-proof solutions that align with Victoria’s transport and compliance goals.
The position will also work with the procurement and contract administration team to manage the activities associated with ITS System operations and maintenance.

Position Outcomes
- Ability to manage all systems relating to Intelligent Transport Systems within the Department, including the operation, maintenance and security, and balance competing stakeholder demands to deliver required business outcomes
- Ability to identify and manage key ITS related risks in compliance with the Department’s policies, guidelines and applicable legislation
- Demonstrates ability to effectively led, manage, motivate and develop the technical capability of employees within the ITS operations functional area to ensure effective alignment with DTP values
- Ability able to successfully manage operational and maintenance strategy development and implementation for ITS applications and communications network, including the integration with field devices, that align to corporate requirements
- Maintains the integrity, availability, recoverability, capacity, and configuration of system applications, performing proactive trend analysis to identify potential issues. Provided on-call support as necessary to maintain service continuity outside standard business hours.
- Proactively engaged with stakeholders to align ITS services with evolving business needs. Established and maintained effective relationships with internal stakeholders and external industry suppliers, leveraging these relationships to negotiate, influence, and drive successful project outcomes.
KEY SELECTION CRITERIA - As the Manager ITS Operations, you will lead the delivery and ongoing performance and security of Intelligent Transport Systems services, ensuring they are responsive to customer needs and tailored to organisational context. You will foster strong relationships through genuine, empathetic communication, using interpersonal insight to achieve the best outcomes for individuals and the business. Drawing on your expertise in ICT operations, you will guide your team through complex challenges, mentor staff, and deliver consistent, high-quality results. Your critical thinking skills will support sound decision-making and problem resolution in both structured and ambiguous situations. You will embed knowledge management and business continuity into project planning and team development, ensuring long-term resilience. With a focus on strategic workforce planning, you will align team structure and capabilities with operational goals. You will apply commercial acumen to manage costs, ensure efficient operations, and hold vendors accountable to agreements. Your leadership will foster a culture of continuous improvement, leveraging insights to enhance performance and encourage innovation across the team.
