About the group

Transport Services delivers safe, reliable and accessible transport infrastructure and services to keep Victoria moving, connecting people to what matters most in their lives.

Network Change is a division of Transport Services and is responsible for working collaboratively with stakeholders to coordinate, plan, prepare and manage the network during significant planned works, implement permanent Public Transport service changes, mitigate the impacts of special events by coordinating network planning and manage access and roadwork permit authorisations.

 

About the role

This an ongoing position.

The Manager Network Permit leads a specialist team within Network Change to assess heavy vehicle access applications across the Victorian road network, providing expert guidance and ensuring high-quality, consistent assessment outcomes. The role contributes to strategic planning and delivers short and long-term solutions to manage access and consent processes for the growing construction and renewable energy sectors.

 

Position accountabilities

The Department of Transport and Planning is seeking an experienced leader to join Network Change as Manager Network Permits, reporting to the Associate Director, Heavy Vehicle Operational Access, to oversee the delivery of an efficient, reliable, and high-quality heavy vehicle assessment and consent service across the Victorian road network. The role is accountable for improving service and network performance through the development and continuous improvement of systems, procedures, and workflows that meet legislative requirements, service standards, KPIs, and turnaround time expectations.

 

Key Selection Criteria

Success in this role requires strong project delivery and leadership capability to coordinate people and resources, monitor performance, and adapt quickly to changing priorities while maintaining public sector values and standards. The role demands highly developed interpersonal, stakeholder, and customer-focused skills to build trust, understand underlying needs, manage service delivery risks, and form effective partnerships.

Pre-employment checks and employment conditions
