About the Portfolio Management Office (PMO)

The Portfolio Management Office (PMO) is a branch within the Budget Strategy & Portfolio Assurance (BS&PA) Division at the Department of Transport and Planning (DTP). The BS&PA is tasked with delivering an integrated approach to managing the Department’s investment lifecycle.

The PMO delivers strategic oversight of the Department’s State Budget submission, enabling the effective prioritisation of investments in Victoria’s transport network. Following funding allocation, the PMO provides portfolio assurance, governance and investment management of the DTP Project Portfolios.

The PMO delivers these functions through close collaboration across the Department and active engagement with central agencies and Ministerial Offices.

About the Role

This is a Fixed Term, full time position until 30 September 2026.

The Manager, Project Governance sits within the Project Governance and Assurance team of the PMO and is responsible for the efficient and effective administration of the Department’s Investment Lifecycle Framework (ILF).

The ILF is aligned with the Victorian Government’s Investment Lifecycle Guidelines. The ILF lays out the key phases of an investment (i.e., project) from design through to benefit realisation.  This also includes supporting guidelines and processes that underpin the ILF that outline the project management documentation and approval pathways that are required at each phase.

The Manager is responsible for ensuring the team delivers highly effective and efficient Secretariat functions to multiple Committees, is a trusted advisor on project governance including quality and completeness of project management documentation and governance pathways. The Manager is also responsible for ensuring that the team represent the interests of the Chair(s) and Committee Members to enable effective and informed decision within a timely manner.

Position Outcomes / Accountabilities

The role involves leading and enhancing project governance frameworks, delivering highly effective and efficient secretariat functions, and providing high-quality, timely advice to ensure effective project and program delivery across the Investment Lifecycle. It also includes strong people leadership and a commitment to continuous improvement, driving change and supporting team capability and portfolio outcomes in collaboration with PMO and broader teams.

 

Key Selection Criteria –

KNOWLEDGE AND SKILLS

  • Stakeholder Management (Leading) – identifies and manages a range of complex and often competing needs; Facilitates innovative solutions to resolve stakeholder issues.
  • Project and Program Governance (Accomplished) – analysis, recommends and implements changes to Frameworks and/processes to ensure they are fit for purpose (including the ILF, reporting, performance and change management). Work in partnership with the PMO to ensure a one-team view from the perspective of key stakeholders, driving efficient and effective compliance with Frameworks with improved outcomes for the delivery of projects. 
  • Managing People (Accomplished) – holds self and team accountable to public sector values and agreed performance standards; Supports achievement of outcomes by anticipating and resolving issues; Establishes and implement actions to increase level of people engagement; Creates opportunities for recognising performance.

Qualifications and Experience

Mandatory

  • Demonstrable experience in portfolio/project/program governance and/or delivery.

 

Desirable

  • A relevant tertiary degree would be well regarded.
  • Experience in project, program and process delivery.
  • Experience navigating State Government processes and Committees.
