About the role
We’re looking for a dynamic leader to head up our Talent Acquisition function.
As Manager, Talent Acquisition, you’ll lead a team of recruitment specialists and play a central role in designing and delivering talent strategies and service delivery models that support the department’s long-term workforce goals.
Working collaboratively across the People and Culture division—including mobility, business partnering and HR operations—you’ll ensure our recruitment services are seamless, strategic and aligned with both departmental and Victorian Public Service frameworks. You’ll champion a positive candidate experience, optimise processes, and lead continuous improvement in service delivery. This is a key leadership role for someone who thrives on connecting people to purpose, driving results through high-performing teams, and delivering meaningful workforce outcomes.

- Lead the delivery of the department’s Talent Acquisition function, ensuring the provision of timely and high-quality enabling services, and a continuous improvement approach to policy, process and service delivery.
- Lead the refresh and redesign of the department’s recruitment service delivery model and monitor and adapt services in line with available resources, business demand and other strategic priorities.
- Provide high level expertise, advice and guidance on recruitment policies, practices and initiatives, including sourcing strategies, resources, training, and managing regular departmental communication channels such as the Department’s intranet and ‘one-stop-shop’ Human Resources enquiries desk, and through briefings and presentations.
- Manage a team, providing effective people leadership, performance management and development planning in line with agreed departmental approaches.
- Effectively manage the function’s resources and budget and provide reporting and analysis as required to track financial and service delivery metrics.

Qualifications and experience
- Significant leadership experience in managing teams and functions in similar environment, preferably in a public sector context (mandatory).
- Experience and high level of proficiency in leading recruitment operations, monitoring and reporting using SAP Success factors or similar recruitment platforms (desired).
