About the Role
Full time – Ongoing

Reporting to the Executive Director First Peoples Self Determination and Reform, the Manager Traditional Owner Outcomes plays a critical role supporting and coordinating input into DTP’s negotiation and implementation of agreements and resolution of claims under the Traditional Owner Settlement Act 2010 (Vic) (TOS Act) and resolutions of claim made under the Native Title Act 1993 (Cth).

Position Outcomes

  • Identify, lead and achieve timely, effective outcomes, while enhancing relationships with Traditional Owners, their representatives, and related Traditional Owner stakeholders.
  • Lead the development, implementation and governance of the Portfolio’s obligations under the TOS Act and Native Title Act 1993, including RAP Partnership Agreements, ensuring that policy options are well-researched, and evidence based.
  • Coordinate Portfolio consultation processes to develop policies or positions in relation to the TOS Act and Native Title Act 1993, ensuring that relationships are strengthened by co-design, co- sponsoring and collaboration.
  • Assist the Executive Director to provide high level strategic, technical and authoritative advice to DTP Executive and Ministers on developments in native title, land justice and related areas, and ensure that Traditional Owners are at the centre of policy development and implementation in these matters.
  • Establish and maintain strong networks and relationships across the Portfolio, State and Local Government agencies, business, and community organisations and to support integrated approaches to priority issues at the local level.

 

KEY SELECTION CRITERIA

The ideal candidate for the Manager, Traditional Owner Outcomes position will possess exceptional critical thinking and problem-solving abilities, with a proven track record of working across government and senior levels to develop and deliver sustainable solutions. They will have outstanding communication skills, capable of identifying key messages and providing high-level advice to influence decision-making and tailor communication to diverse audiences. The candidate will demonstrate strong influence and persuasion skills, developing long-term, multi-phased plans to build stakeholder buy-in and effectively negotiating with internal and external partners to achieve desired outcomes. They will excel in team management, aligning community needs and service delivery with strategic workforce planning and fostering a culture of high performance.

 

QUALIFICATIONS AND EXPERIENCE:

Mandatory

  • Knowledge of native title, land rights, or equivalent processes and the broad issues affecting Victorian traditional owner groups.
  • Demonstrated knowledge and understanding of Victorian First Peoples cultures and societies, including Traditional Owner groups.

 

Desirable  

  • Relevant tertiary qualification would be well regarded
