Commerical Advisory is a Division within Investment and Technology, with a mandate to plan for, design and lead major commercial transactions and deliver commercial and contract management services to deliver innovation and value for money outcomes.
About the Role
Fixed Term Position until 30 June 2027
The Commercial Manager provides project management and commercial advice, leading project workstreams and commercial projects.
Our Commercial Advisory Division collaborates with policy and contract management teams throughout the public transport contracting lifecycle. This includes mobilising project teams, preparing commercial strategies, conducting transactions through to contract execution, and delivering commercial contracting advice.
Key responsibilities include developing project and commercial options, creating high-quality tender documents, engaging with industry to inform commercial strategies, managing project delivery and governance processes, procuring external advisers, managing reporting, and providing commercial advice on public transport contracts, transport data systems, and related services in Victoria.
This position works flexibly across the Division, potentially supporting or leading multiple projects and may involve people management.
The successful candidate will have proven experience working in multidisciplinary teams to deliver complex, high-value public transport contracts and policy outcomes within commercial and financial contexts.

Position Outcomes / Accountabilities
- Manage end-to-end policy / project / commercial outcomes from strategy, commercial and financial principles development to executing a commercial transaction through tender documents development and evaluation / negotiation of offers that achieves desired outcomes.
- Prepare documentation, briefings and advice, including submissions to Government and senior stakeholders on complex commercial / policy matters that is accepted by stakeholders.
- Manage complex policy / commercial projects by applying commercial, financial, project / time management skills and drive value for money outcomes for the State.
- Applying past experience to bring commercial transaction management knowledge with a comprehensive understanding of risks involved in commercial deal making and influence outcomes that achieve project / program objectives.

Qualifications and Experience
Desirable
- At least 3 years of professional experience in a relevant commercial transaction or deal-making setting.
- Experience working with State or Federal Government would be beneficial.
