Land Use Victoria is responsible for providing whole of Victorian Government leadership on land information, policy, assessment, and advice, to enable government to use its land more strategically and maximise public value. It is also responsible for managing the government's program for land administration and property information by providing innovative solutions for authoritative, comprehensive, and easily accessible services in land registration, property information, valuation, land surveying and geographic naming and land data management services. It performs a range of statutory and non-statutory functions. LUV also provides surveying services for major government infrastructure projects, provides all government property valuations and is responsible for all council valuations.
About the Role
This is an Ongoing fulltime role. The Manager Commercialisation is responsible for overarching coordination, governance, reporting and monitoring of the requirements of the $2.86 billion, 40 year Operating Concession Deed between the State of Victoria and the private operator, Victorian Land Registry Services Pty Ltd, for the operation of Victoria’s Land Registry and systems. The role is required to monitor all compliance and reporting obligations, as well as proactively identify and monitor emerging issues, risk and trends to ensure processes which guide the interaction between LUV and the private operator are fit for purpose and exceed, service level expectations and the needs of Victorian customers. It is also required to provide leadership, guidance and authoritative advice to internal and external stakeholders and to prepare and present detailed, comprehensive analysis and reports on complex matters that will support the ongoing evolution of an innovative modern, high performing Victorian land registry.

Key Selection Criteria
To be successful in this role, the candidate must demonstrate strong capability in governance and compliance, including experience with project boards, monitoring frameworks and managing complex strategic risks to ensure high-quality service delivery. They must also excel in influence, negotiation, and stakeholder management by building buy-in, forming productive partnerships, identifying shared issues, and developing innovative solutions. In addition, they should possess solid knowledge of modern reporting and monitoring tools and be able to communicate complex information clearly and persuasively, while fostering a culture of service excellence aligned with Ministerial and government priorities.
The candidate must also be an effective leader who engages and motivates high-performing, customer-focused teams to deliver major outcomes. They should communicate an inspiring vision that drives commitment and aligns with organisational values and behaviours. They must recognise and reward positive contributions while proactively addressing challenges to maintain strong performance. Overall, they should demonstrate the ability to anticipate issues, guide teams through setbacks, and optimise results in a dynamic operating environment.
Position accountabilities
- Foster a strong, effective working relationship between Land Use Victoria and the private operator to support the commercialised model of an integrated land registry system delivered through two providers.
- Enhance reports and monitoring tools to effectively govern and manage delivery of the requirements of the Operating Concession Deed.
- Identify and co-ordinate processes to ensure the integrity and security of the land register is maintained.
- Provide governance or secretariat support for key governance forums including managing the preparation of papers, agendas and other reporting and monitoring mechanisms to support effective governance.
Qualifications and Experience

Specialist/Technical Expertise
- Understanding of government, preferably in the land or property field, and demonstrated experience in the management and successful delivery of complex projects in a multi-stakeholder environment.
- Understanding of complex contract management and governance processes
- Project management including:
- Guidance and support to stakeholders to identify risks and overcome issues.
- Identification of options and ability to recommend a clear way forward.
- Monitoring of overall performance against project plans and objectives.
- Ability to influence key stakeholder
