About the role
The Manager, Governance and Stakeholder Engagement is responsible for leading the design, delivery, and continuous improvement of governance and stakeholder engagement functions within the Registration and Licensing Management (RLM) division.
The role is responsible for developing the division’s stakeholder engagement function, developing the overarching strategy, framework, and practices to support purposeful and mutually beneficial relationships with key external and internal stakeholders.
The Manager will guide and mentor a small team, champion best practice, and ensure that governance and stakeholder engagement activities are integrated, scalable, and strategically aligned with RLM’s objectives.

Position accountabilities
The Department of Transport and Planning is seeking a Manager Governance & Stakeholder Engagement to lead and strengthen governance and stakeholder functions across the division. In this role, you will establish and lead the stakeholder engagement function, developing strategies, frameworks, and practices that support effective collaboration with key internal and external stakeholders, including State agencies, the VicRoads joint venture operator, and other partners.
You will oversee the division’s governance function, providing high-quality secretariat services to joint and internal governance forums and ensuring consistent, rigorous, and compliant processes to support clear decision-making at project, program, and portfolio levels. The role also includes leading stakeholder communications, reviewing and approving VicRoads joint venture change and communication plans, and providing advice on emerging risks, opportunities, and governance issues.
The Manager will contribute strategic insights from governance and stakeholder intelligence to inform planning and performance reporting, ensuring systems, processes, and practices are scalable, effective, and aligned with division objectives. Additionally, this role involves managing, mentoring, and developing a small team to foster capability, accountability, and high performance.
The ideal candidate will demonstrate strong leadership, strategic thinking, and collaboration skills, with the ability to influence outcomes, manage complex stakeholder relationships, and drive continuous improvement across governance and engagement functions. Qualifications and experience
Strong technical skills across Microsoft SharePoint and enterprise tools is required.
