About the Role
*Fixed Term Opportunity until 01 February 2027

The Manager - Road Safety Network Policy and Planning is responsible for the development and implementation of the future state requirements of Victoria’s road network from a road safety infrastructure perspective. The role leads a team of people establishing the future configuration state of the road network to meet road safety targets to influence long term solutions, while managing a program of infrastructure policy advice, oversight and setting to inform the current and long term state of investments and improvements on the network.
The role requires a level of engineering specialisation and safe system knowledge, strong stakeholder management to support internal and external engagement to effectively deliver on the policy intent.
The role is being advertised a part-time position to support a job-share arrangement with the substantive Manager – Safer Roads.

Position Outcomes / Accountabilities
- Policy and Program development and delivery – The role has effectively and successfully lead and managed delivery of complex programs, projects and initiatives to produce evidenced based strategic road safety policy and translate it into practice.
- Strong Relationships – The role has fostered and maintained effective and strong relationships with key internal and external stakeholders and lead strategic partnerships within government to develop and deliver on the government’s Road Safety strategy, objectives and targets.
- Specialist and high-quality advice – Timely, high quality, authoritative strategic, tactical and operational advice has been provided to Ministers, the Secretary, senior leaders in the road safety partnership and executive leadership to support transport portfolio objectives and respond to emerging and/or complex issues including highly complex reports, submissions, briefing papers, correspondence on various matters including highly sensitive issues.
- Safe System expertise – Has provided specialist technical leadership across Road Safety Victoria and the Road Safety Partnership on significant safe system infrastructure requirements and built that capability within the team.
- Effective People Leadership – Has provided effective leadership and people management to support their team and other teams in the organisation to embed safe system principles into practice. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
Key Selection Criteria
The DTP is seeking a strategic and forward-thinking leader who translates organisational strategy into well-governed programs and projects that deliver measurable outcomes. The role requires strong systems, critical thinking and stakeholder management skills to resolve complex issues, drive innovation and continuous improvement, and influence across the organisation. You will adopt a future-focused approach, leveraging emerging technologies and leading change to ensure the organisation is well positioned for the future.
Qualifications and Experience
Mandatory
- 5 years experience in policy development and program/project management in the road safety, public sector policy or public health areas.
- Experience leading multi-disciplinary teams
- Recognition through the Victorian Professional Engineering Register or qualifications that would enable future registration
Desirable
- A tertiary qualification in an engineering, or strong experience in policy related road safety fields
- Strong communications and negotiation skills and the ability to present complex information in a digestible form.
