About the role
Land Registry Services (LRS) provides secure and accurate registration services for property, plan and water share transactions in accordance with the Transfer of Land Act 1958, the Subdivision Act 1988, and related legislation. LRS also provides title search and property certificate services, delivered through a private provider, Secure Electronic Registries Victoria (SERV) who also provide administrative services to support the registration of close to one million land transactions, 8,000 plans of subdivision, 3 million title searches and 1.5 million other property information services each year.
The Manager Value Assurance provides strategic leadership of IT audit, risk, and compliance for the systems underpinning the State’s land register. The role sets the assurance strategy for concession IT systems, ensuring integrity, reliability, and security in line with government, contractual, and regulatory obligations.
With expertise in IT governance and security frameworks (COBIT, ISO 27001, NIST), the Manager oversees forward audit and assurance programs covering IT general controls, cyber safeguards, and concession
compliance. The position provides independent assurance, while influencing concession partners, regulators, and auditors to strengthen resilience in areas such as identity management, incident response, and cloud operations. The Manager mitigates systemic IT and cyber risks and ensures the State derives maximum public value from one of its most significant system concessions.

We are seeking a strategic professional with advanced systems thinking, flexibility and resilience, capable of guiding teams through change while aligning day-to-day operations with organisational goals. The ideal candidate will excel in clear communication and strategic planning, and bring accomplished technical expertise in data and technology change, project assurance, governance, auditing, and compliance within complex environments.
Position accountabilities
– Provide leadership and guidance based on advanced expertise
– Contribute advanced expertise and knowledge to strategic planning and decision making processes
– Explain highly complex concepts, ideas and issues to an executive (i.e. non-expert) audience
– Routinely advise senior levels of the organisation on policy issues and solutions within a functional area
– Initiate and manage negotiations with peers (internal and external to work unit) to gain commitment to projects and delivery of activities to meet timelines
– Influence stakeholders holding competing priorities and views
Technical capabilities
– Data and Technology Change (Accomplished) - Leads data and technology change initiatives to enable digital transformation, business improvement, and strategic alignment.
– Project Assurance (Accomplished) - Leads project assurance activities for complex projects or programs, providing comprehensive assessments and recommendations.
– Governance and Auditing (Accomplished) – Leads governance and auditing initiatives, ensuring strong compliance frameworks, risk mitigation strategies, and ethical accountability
– Regulation and Compliance (Accomplished) – Leads compliance interpretation and implementation in moderately complex or high-risk operational contexts.
Qualifications and experience
– Qualification in Information Technology, Computer Science or related discipline (mandatory)
– Professional certification in IT audit or security (e.g. CISA, CISM, CISSP, ISO 27001 Lead Auditor) (desirable)
– 2+ years experience in a government context (desirable)
