People, Legal and Governance provides business enabling people, legal and corporate services functions, to drive a high-performance culture; timely and accessible legal advice and services; and to support integrated operations and portfolio wide programs.

 

In late 2026, the Department of Transport and Planning (DTP) will transition its internal road maintenance internal road maintenance provider, SprayLine Road Services (SRS), to external operators through re-contracting (Road Maintenance in three regions) and divestment of the Spray/Seal and Line Marking Business.

 

There are workforce impacts aligned to these changes, including the transition to the private sector of all Department of Transport Roads Occupations Enterprise Agreement 2021 (ROEA) covered SRS employees and the remobilisation, redeployment or retrenchment of all SRS Victorian Public Service Enterprise Agreement 2024 (VPSEA) covered employees

 

About the role

This is a Fixed Term Position until 30 December 2026

Impacting more than 230 employees, the transition of Sprayline Road Services and its complexity (involving multiple procurement processes while maintaining business continuity), and its high-profile nature make this a key role in achieving success.

This important role provides authoritative advice to executives, supporting complex problem solving in a fast-paced, high-pressure environment with competing stakeholder priorities. Working in close partnership with P&C subject matter experts, Transport Services, Commercial Executives and local SRS leadership, the role designs and delivers a comprehensive workforce support and transition plan. This includes ensuring service delivery continuity prior to transition, effective employee transition management, and alignment with commercial objectives. As the primary liaison between P&C, business leaders and employees, the role represents P&C in project governance, meetings and key forums, ensuring workforce considerations are clearly understood, coordinated and effectively managed throughout the transition.

 

Position accountabilities

  • Expert advice - provide high-level authoritative advice on complex people issues related to the transition.
  • Stakeholder Management –develop strong and collaborative partnerships to provide tailored HR and change management advice and support.
  • Support strategic decision making by partnering with all areas of P&C (Workplace Relations, Payroll, Workforce Insights etc)
  • Change readiness – work with the accountable executive and commercial project leads to ensure the people related components of the change are integrated.
  • Quality communication - produce reliable, clear and concise documentation.
  • Technical proficiency – provide expert HR leadership and tactical advice.

 

Key Selection Criteria

To succeed in this role, you will demonstrate leading capability in navigating complex organisational change, with a clear understanding of the broader political, social and environmental context. You will be able to champion a culture of continuous improvement, actively engaging staff in change and addressing cultural barriers at an organisational or VPS-wide level. Strong stakeholder management skills will enable you to build trusted partnerships by understanding and responding to underlying stakeholder needs and organisational drivers.

You will translate strategy into well-governed programs and projects, defining success measures, roles and responsibilities to manage risk and deliver outcomes. Your critical thinking and problem-solving capability will support the delivery of sustainable solutions informed by the wider business context. Guided by outcomes thinking, you will design and monitor operating models that deliver positive and measurable community impact.

Qualifications and experience

  • Tertiary qualification in a relevant discipline such as change or project management, human resources, or strategic engagement and / or demonstrated experience (mandatory).
  • Relevant change management accreditations (Desirable).
