The Planning and Land Services Group in the Department brings together statutory planning, building policy, land, property, and heritage capability to deliver statewide services. The Group administers statutory planning responsibilities including improvements to planning system and provisions, assessing planning scheme amendments and environmental assessments and planning permits.

The Planning and Land Services group also:

  • ensures secure and accurate registration services for property, land, and water share transactions;
  • provides specialist property services including planning, acquisition and management and disposal of land and building assets; and
  • manages the state's planning, building and heritage systems to shape the places and communities of Victoria.

The State Planning Division provides development of planning policy, administration of statutory planning processes relating to planning scheme amendments, planning permit applications, and environmental impact assessments including major infrastructure project assessments and approvals and implementation of planning reform.

About the Role

This is a 12-Month Fixed Term role

The Paraplanner is part of the Energy Assessment team and is responsible for delivering end-to-end administrative services in support of decision-making and statutory processes, including data management and reporting. The Paraplanner will also be responsible for assessment and processing of straightforward applications and associated matters.

This position provides business support to ensure that statutory and reporting responsibilities are completed within required timeframes and to required standards.

Position Outcomes / Accountabilities

  • Process straightforward applications and associated statutory matters with guidance from the Manager, Energy Assessment.
  • Prepare and manage data requests to support the team’s reporting requirements.
  • Provide accurate and timely support, resolve local operational issues, and provide improvements to business operations within a state government context
  • Provide high level administrative and project support to the team including customer service, information management, correspondence, events, financial management, procurement and office operations.
  • Coordinate the distribution and tracking of planning matters, ministerial briefings and correspondence.

 

Key Selection Criteria

The DTP is seeking a motivated professional with strong skills in systems thinking, critical analysis, and problem solving to support effective outcomes. The role requires the ability to use digital tools confidently, understand broader technology trends, and apply structured approaches to resolving issues. You will demonstrate accountability, align your work with organisational goals, and contribute to delivering high-quality policies and services.

 

Qualifications and Experience

  • Relevant experience in an administrative role is preferred.
  • An understanding of the Victorian planning system and experience in government would be an advantage.
  • Experience in data management and analysis would be an advantage
  • Degree or undertaking tertiary education in Planning or related field would be an advantage.
