Road Safety Victoria (RSV) is a Division the Department of Transport within the Network Design and Integration Group. RSV is responsible for leading the Victorian Government to achieve Zero road fatalities by 2050.
RSV has policy ownership, which includes research, analysis, policy development and evaluation functions that connect to regulatory and reform functions within the Department to deliver updates as required to the Road Safety Act 1986.
We’re focused on outcomes that deliver more choice, connections and confidence in our travel, ensuring the whole transport network works as one to deliver better services and outcomes.
About the Role
The Road User behaviour Team is within the Policy, Education and Partnerships Branch of RSV. The primary focus of the team is the delivery of initiatives and programs that support Safer Road User Behaviour aligned with the ‘people’ pillar of the Safe System approach to road safety.
The Road User Behaviour team is responsible for delivering specialist project and policy initiatives across a range of key road safety areas including road user behaviour, vulnerable road user safety and education. The Policy Officer, Road User Behaviour is responsible for supporting and coordinating activities across the Road User Behaviour team.
The Policy Officer works in a dynamic, multi-disciplinary focused team as part of the Behaviour of team, and contributes towards the development of policies, briefing material, and offers a range of project support that may include engaging with internal and external stakeholders and procurement activities.

Position Outcomes / Accountabilities
- Provide project management support including project monitoring, financial management and reporting.
- Contribute towards the provision of sound policy advice, quality evidence-based proposals, and policy briefings to senior management and DTP’s business areas on road safety initiatives and contributes to the development of evidence-based road safety policies and initiatives.
- Contribute to a high performing team that supports a culture of innovation, continuous learning, and personal growth, and demonstrate flexibility to work with different teams within Road Safety Victoria as required and as priorities change.
- Support research activities to identify opportunities, through regulation, promotion and education, to support safe road user behaviours.
Key Selection Criteria
The DTP is seeking a skilled professional to develop and apply policies, supported by data-driven insights, while effectively engaging stakeholders to enhance value and satisfaction. You will oversee and deliver projects, ensuring outcomes are met through collaboration and progress monitoring. Strong interpersonal skills and business acumen are essential to tailor communications, understand stakeholder needs, and drive operational efficiency and accountability.
Qualifications and Experience
Desirable
- A tertiary qualification in policy, behavioural sciences or a related field
- Project management experience
- Experience working in the public sector
- Experience in project and policy development preferably in the road safety, public sector policy, social research or public health areas.
